The Jharkhand government, led by Chief Minister Hemant Soren, announced on August 17, 2026, that the JSSC Combined Graduate Level (JSSC-CGL) examination held in 2024 has been cancelled.

The exam is officially called JGGLCCE-2023, even though the examination process took place in 2024.

Inquiry Into Exam Irregularities Since 2014

The government has also ordered a detailed investigation into alleged irregularities in government recruitment examinations conducted in Jharkhand since 2014.

However, this does not mean that all JSSC or JPSC examinations held since 2014 have been cancelled. The year 2014 only marks the period covered by the broader investigation. The government has not yet released a complete list of all examinations covered by its action.

Examinations Linked to TDPL

The government has also announced action related to examinations and recruitment activities connected with TDPL. Some examinations that have allegedly been conducted by TDPL include:

Assistant Conservator of Forests Preliminary Examination (ACF PT) 2024

Forest Range Officer Preliminary Examination (FRO PT)

Mining-related Preliminary Examination (MRO PT) 2024

JPSC Food Safety Officer Written Examination 2023

The complaints include allegations of irregularities involving OMR sheets and involvement of TDPL employees. However, these are being investigated and an official announcement on the exact list of exams conducted by TDPL is yet to be announced by the govt.

14th JPSC Combined Civil Services Examination

TDPL worked as the private testing agency for the examination. The company and some of its personnel have also been mentioned prominently in the CID investigation into alleged irregularities in the exam. The 14th JPSC Combined Civil Services Examination has a more direct connection with TDPL.

Former Chief Secretary and Jharkhand Public Service Commission (JPSC) Chairperson L. Khiangte had resigned earlier after the CID conducted raids at his residence and the old JPSC office. He was arrested on August 10 along with 20 others over alleged recruitment exam irregularities in the state.

L. Khiangte held several key positions during his administrative career, from district-level administration to the highest levels of the Jharkhand government. Before the formation of Jharkhand, he served as the District Magistrate (DM) of Buxar district in undivided Bihar. He was initially part of the AGMUT cadre and later joined the Jharkhand cadre through inter-cadre deputation in 2008.

During his tenure in the Jharkhand government, Khiangte served in various important roles, including Chief Secretary, Additional Chief Secretary, Principal Secretary, Controller of Examinations, Deputy Development Commissioner, Tribal Welfare Commissioner, and Director General of the Administrative Training Institute.

He served as Jharkhand’s Chief Secretary from December 6, 2023, to October 31, 2024. After retiring from government service on October 31, 2024, he was appointed Chairman of the Jharkhand Public Service Commission (JPSC) in February 2025, with his appointment approved by Governor Santosh Kumar Gangwar.
