Pakistan’s Defense Minister Khawaja Asif said in a TV interview that he considers the people protesting against the government in PoK as enemies of Pakistan like India. He said that there will be no talks with such people. This statement of Asif has come at a time when 30 protesters were killed and more than 50 people were injured in the firing by security forces on the march of Joint Awami Action Committee (JAAC) taken out to protest against the elections in PoK. The protesters are demanding abolition of 12 refugee seats in the PoK Assembly. Following the violence, Pakistan has deployed additional army, para military and armed constabulary across PoK. The Pakistan government claims that the protesters were armed with modern weapons and first attacked the security forces, after which retaliatory action was taken. The Joint Awami Action Committee (JAAC), which is leading the protest, demands that 12 seats reserved for Kashmiri refugees in the POK Assembly should be abolished. The organization says that because of these seats the political parties of Islamabad influence the formation of the local government. He argues that only the people living in POK should have the right to elect the assembly. What is the dispute over 12 refugee seats in POK? There are total 53 seats in POK Assembly. Of these, the people of POK vote directly on 45 seats, while 12 seats are reserved for Kashmiri refugees who migrated to Pakistan from Jammu and Kashmir in 1947 and thereafter. The voters of these seats do not live in POK, but in Punjab, Khyber Pakhtunkhwa and other parts of Pakistan. This time around 6 lakh voters are going to cast their votes on these 12 seats. JAAC alleges that through these seats the political parties of Islamabad interfere in the formation of the government of POK. Many times the results of these seats change the equation of majority in the assembly. This is why JAAC demands that only the people living in POK should have the right to elect the Assembly and the system of 12 refugee seats should be abolished. Opposition parties also allege that these seats are used to influence the election results. For this reason, many parties including Pakistan Tehreek-e-Insaf (PTI) have raised questions on the fairness of the election process. India called the elections a ‘sham exercise’ India has rejected the elections being held in POK and called it a ‘sham exercise’. Foreign Ministry spokesperson Randhir Jaiswal said that Pakistan is trying to cover up its illegal occupation and human rights violations through this process.
