At a United Nations (UN) Security Council meeting on Wednesday, India reiterated that the Union Territory of Jammu and Kashmir has always been, is, and will remain an integral part of the country. It also lashed out at Pakistan for using cross-border terrorism as a “tool of state policy”.
The remarks were made by Ambassador Parvathaneni Harish, India’s Permanent Representative to the United States, at the High-Level Open Debate of the UN Security Council on Natural Resources Governance: the Foundation of Peace, Security and Prosperity.
“For the Union Territory of Jammu and Kashmir, it has always been, is, and will remain an integral and inalienable part of India. This is the constitutional and legal reality that Pakistan deliberately chooses to ignore”, Harish said.
Calling out Pakistan for sponsoring cross-border terrorism and occupying a piece of India’s sovereign land in Jammu and Kashmir, he said: “The only outstanding issue with regard to Jammu and Kashmir is the naked aggression and illegal occupation of India’s sovereign territory by Pakistan.”
On Indus Waters Treaty
Harish lambasted Pakistan for misusing the discussion to “peddle its false narrative”, and reiterated India’s stance on the Indus Waters Treaty (IWT) that has been kept in abeyance since the 2025 Pahalgam terror attack.
In line with the Centre’s long-held stance that “terrorism and talks cannot go hand-in-hand“, he said: “Our position on the Indus Water Treaty remains clear and consistent. Cooperation on the basis of mutual trust and goodwill cannot be expected when cross-border terrorism is regularly deployed as an instrument of State policy”.
In the end, the message for Islamabad was loud and clear.
“Instead of pointing fingers at India, Pakistan would serve itself and its people far better by putting its own house in order”, Harish stated.
Bilateral relations between India and Pakistan –– two long-standing rivals –– hit a new low after the April 25 Pahalgam terror attack that killed 26 people. Subsequently, India adopted a series of strong retaliatory measures, including the suspension of the IWT and expulsion of Pakistani envoys.
On May 7, 2025, India also launched ‘Operation Sindoor’ and destroyed terror camps operating in Pakistan’s Punjab province and Pakistan-occupied-Kashmir (PoK), killing over a hundred terrorists. Following this, the two neighbours engaged in a three-day cross-border conflict that eventually came to a halt with the announcement of ceasefire.
The Indus Waters Treaty remains suspended and will not be restored in its current form. India has stated that any future discussions on the treaty are contingent on Pakistan taking concrete action against terrorism.
