Reports suggesting that the NCERT dropped the Preamble from its Class 9 textbook for Social Science are misleading, sources from the country’s primary educational body told CNN-News18 on Saturday.
According to the NCERT sources, the curriculum has been redesigned under the new National Curriculum Framework. Accordingly, topics have been redistributed across different Grades instead of being covered in a single textbook.
An image, accessed exclusively by CNN-News18, featured the Preamble of the Constitution in Class 9 textbook, along with its contents.
The Preamble continues to appear in the opening pages of all new NCERT textbooks, including the Social Science textbook for Class 9, they said, adding the Constitutional Values –– secularism, justice, liberty, and socialism –– are introduced in Grades 6 to 8, especially in the Grade 7 Social Science textbook.
The topic has been covered with extensive details in Class 10 textbook, they said.
‘Emergency’ Introduced For First Time In Class 9 Textbook
The NCERT has introduced a section on the 1975 Emergency –– imposed under the then-Indira Gandhi-led government –– in Class 9 textbook for Social Science, titled ‘Understanding Society: India and Beyond.’
The chapter delved into the strengths and challenges of the Indian democratic system, with a section describing the period of Emergency as “one of the major challenges to democracy in India“.
This is the first time a reference to the 1975 Emergency has been made in a Class 9 textbook. The development came as the country recently marked 51st anniversary of the declaration of the Emergency.
“In the early 1970s, public dissatisfaction with the government led by Indira Gandhi was growing. Rising unemployment, inflation and allegations of misgovernance led to widespread protests. In June 1975, a National Emergency was imposed by the government on grounds of internal disturbance,” a section in the textbook read.
Meanwhile, several reports claimed that the Preamble and references to “secular” and “secularism” were dropped from the textbook, sparking a political stir.
SIR Makes Its Way Into Curriculum
The NCERT also introduced a section on the Special Intensive Revision (SIR) in Class 9 textbook for Social Sciencea year after the Election Commission of India (ECI) announced the exercise ahead of the 2025 Bihar Assembly Election.
The NCERT has described the country’s electoral process as “unparalleled and distinct from those in other parts of the world“.
Through SIR, the poll body “ensures that no eligible citizen is left out and no ineligible person is included in the electoral roll“, it reads, suggesting the exercise is a tool to to update, verify, and correct electoral rolls.
