High level talks under the Islamabad MoU concluded at Burgenstock, Switzerland, with Iran, the United States, Qatar, and Pakistan reporting constructive progress.

The first session of high-level talks under the framework of the Islamabad Memorandum of Understanding (MoU) concluded at Burgenstock, Switzerland, with representatives from the Islamic Republic of Iran, the United States, and the mediating parties, the State of Qatar and the Islamic Republic of Pakistan, participating in the discussions.

According to a joint statement, the Lake Lucerne Summit was held in a “positive and constructive atmosphere” and resulted in progress, including the creation of a mechanism for further technical talks.

Iranian Foreign Minister Seyed Abbas Araghchi claimed that mediation efforts by Pakistan and Qatar had led to “major progress” towards ending the Lebanon war. In a post on X, he said restrictions on oil and petrochemical exports had been lifted, some frozen assets had been released and a major reconstruction and development plan for Iran had been launched. He added that the “first real test” of the process would be the proposed Lebanon deconfliction cell

“Tireless Pakistani and Qatari mediation has delivered major progress to end Lebanon War. Oil and petrochem exports are waived, blockade lifted, some frozen assets released, and major reconstruction & development plan launched for Iran. 1st real test: Lebanon deconfliction cell,” he wrote on X.

What’s In The MoU?

According to a joint statement, the Lake Lucerne Summit was held in a “positive and constructive atmosphere” and resulted in progress, including the creation of a mechanism for further technical talks.

Building on the MoU, the parties agreed to establish a High Level Committee to provide political oversight of the mediation process. The committee will report regularly to the High Level Committee and lead working groups focused on nuclear issues, sanctions, and a monitoring and dispute resolution mechanism to ensure the effective implementation of the MoU.

The High Level Committee also agreed on a roadmap aimed at reaching a final deal within 60 days. As a part of the process, a communication line between the parties has been established for an initial period mentioned in paragraph 5 of the MoU to prevent incidents and miscommunication and to ensure the safe passage of commercial vessels through the Strait of Hormuz.

The statement said the parties further agreed to create a deconfliction cell involving the parties and the Lebanese Republic, facilitated by the mediators, to ensure adherence to the termination of military operations in Lebanon as envisaged under the MoU. Technical talks are expected to continue at the Burgenstock resort for the remainder of the week.

The statement said the parties further agreed Qatar and Pakistan, acting as mediators, expressed appreciation to the United States and Iran for their commitment to diplomacy and a peaceful resolution of the conflict. They also thanked countries supporting the ongoing negotiations.
