National Security Adviser Ajit Doval held a series of high-level meetings in Moscow on Thursday, underlining India’s efforts to deepen strategic partnerships with key regional and global players amid evolving geopolitical challenges. The meetings took place on the sidelines of the first International Security Forum in Moscow and focused on defence, connectivity, regional security and high-technology cooperation, according to top government sources.
Doval met Denis Manturov, Russia’s First Deputy Prime Minister, in what is being viewed as another important step in reinforcing the long-standing India-Russia “special and privileged strategic partnership”. The discussions reportedly covered cooperation in defence, energy and space sectors, areas that continue to form the backbone of bilateral ties between New Delhi and Moscow.
Sources said the interaction assumes significance at a time when global geopolitical alignments are rapidly shifting due to conflicts, sanctions regimes and increasing competition among major powers. India has continued to maintain strong engagement with Russia while simultaneously expanding ties with Western nations and Indo-Pacific partners, reflecting its multi-alignment foreign policy approach.

Later, Doval met Myanmar’s National Security Adviser Tin Aung San. The India-Myanmar discussions reviewed ongoing cooperation in security, defence, connectivity and other bilateral areas. Both sides also exchanged views on recent regional developments, with the Myanmar NSA expected to visit India again in July for the fifth BIMSTEC National Security Advisers’ meeting.
Government sources described the India-Myanmar engagement as particularly significant in the context of New Delhi’s “Neighbourhood First” and “Act East” policies. Myanmar remains strategically crucial for India because of its sensitive border regions and its role as a gateway to Southeast Asia. Enhanced coordination with Myanmar is considered vital for addressing cross-border insurgency, transnational crime, illegal trafficking and broader instability in the Indo-Pacific region.
Connectivity projects linking India’s Northeast with Myanmar and Southeast Asia also figured prominently in the discussions, reflecting India’s continued push to strengthen regional integration and economic linkages. Analysts say sustained engagement with Myanmar is essential not only for security cooperation but also for advancing India’s larger strategic footprint in the region.
Together, Doval’s meetings in Moscow signal India’s attempt to balance major power partnerships while simultaneously strengthening neighbourhood ties in a rapidly changing global security environment.
