On one hand, while the government teachers are already engaged day and night in the complex process and duties of the census, on the other hand, now they have been given a new task of going door-to-door to collect and ‘donate’ straw for the destitute cows.

Citing the order of the District Magistrate (DM), the Basic Education Officer (BSA) Bareilly Strict guidelines have been issued to all the primary schools and Block Education Officers (BEO). Under this order, teachers of every block (section) will have to compulsorily collect 100 quintals of chaff. Copies of this order are becoming increasingly viral on social media, on which serious questions are now being raised.

Teachers will be punished for disobeying orders
According to this new order of the Education Department, the Block Education Officers have implemented the order in all the blocks including Nawabganj, Bhojipura and Bhuta areas of Bareilly. Under this, every primary school in the district will have to compulsorily collect 46 kg of straw. There is a clear warning in the order that this ‘donation’ is not voluntary but mandatory. Strict departmental punitive action will be taken against any school or teacher who does not follow this order. This is happening for the first time that Guruji is being put to the task of collecting chaff by going from village to village, door to door.

‘After this, will we get cow dung removed also?’
After this strange order came to light, there is a lot of resentment among teachers organizations and principals. Many teacher leaders including State Vice President of Teachers Association Bhanu Pratap Singh, Principal Virendra Kumar and Hemant Kumar have reacted sharply on this.

The teachers said angrily, ‘The kind of non-academic orders that the Education Department is issuing every day, it seems that in the future we will also be ordered to collect cow dung from people’s houses. It is possible that in future the work of bathing the calves and cleaning the drains may also be handed over to the teachers! Teachers have called this entire process a mockery of the education system and have announced to strongly oppose this order. On the other hand, due to this order of District Magistrate Avinash Singh, there is a stir among the administrative staff of the district as to what will be the result of this poor system.

District Magistrate’s U-turn, said – action is not in my knowledge

When Bareilly District Magistrate Avinash Singh was questioned on this order of mandatory action against teachers, he shied away from talking about action and said that it is not in my knowledge that there has been talk of action. I am getting this matter looked into. There are destitute cattle not only in the district but in the entire Uttar Pradesh. We make them temporary and permanent cow shelters, keep them there, provide them protection and take care of them. Despite this, there are many such cows which people abandon, we constantly try to take care of them.

The DM said that we should consider cow service as a personal and religious work, only then we will be able to do it in a better way. Keeping health in mind, everyone should come forward for maintenance. Through the channel, I would like to appeal to the people of the entire district that whatever they want to donate for the welfare of the cows, they can and should do so. I want to say that schools are adopting them. Just like Scooty has been gifted to the top students in High School-Intermediate, many voluntary organizations have adopted TB patients, similarly we appeal to adopt cows too.

Books in one hand, straw bag in the other…
The pain and anger of Principal and Supervisor Virendra Kumar, who was doing his duty on this Tughlaqi order, burst out. He said on camera that at this time I census I am working as a supervisor. This kind of order to collect chaff is completely impractical and quite wrong. Such orders are wrongly imposed on teachers. Now our teacher will be seen roaming around with government books in one hand and a straw bag in the other!

‘This is degradation and humiliation of teachers’
State Vice President of Teachers Association, Bhanu Pratap Singh termed this order as against the dignity of teachers and directly targeted the justice system. He bluntly said that this order that has come is not a just order. Imposing such orders on teachers is a direct degradation of teachers. Teachers are being insulted openly in this way. The order that has been issued is absolutely wrong. Our teacher is currently engaged in the most important work of the country i.e. census. In such a situation, giving the order to collect chaff is completely wrong.

‘Going ahead they will say clean the drains… we will protest’
Angered by this order, another headmaster, Hemant Kumar, took the system to task and said that this is the result of the poor functioning of the education department. He said that the order issued in this manner is very wrong. Teachers are there for important work, our work is to educate children in school and do responsible government work. But this work of collecting chaff is not ours; This is the work of Animal Husbandry Department, Agriculture Department and District Panchayat Department. Today they have asked to ask for chaff, in future after doing such work we will be asked to clean dung, clean drains! This is very wrong. We all teachers together strongly oppose this order of the department.
