In a major relief to thousands of homebuyers, the Noida Authority has approved pending registries, building maps and layout plans for group housing projects, while lifting restrictions on Sports City developments that had been in place since 2021.

The decision was taken at a board meeting on Monday, following a November 2025 Supreme Court order that cleared a comprehensive resolution plan for the Sports City project in Sector 150, being developed by Lotus Green Constructions.

Officials said bans on approvals and registries have now been lifted across four Sports City projects in sectors 78, 79, 151 and 152, in addition to the Sector 150 project. Earlier restrictions, imposed through board decisions in 2021, had stalled flat registrations and possession for several buyerstriggering prolonged financial stress.

Noida Authority CEO Krishna Karunesh said the earlier board decisions have now been revoked and approvals are being granted in line with the Supreme Court’s directions. He indicated that “all kinds of bans” have been lifted to address grievances of homebuyers and other stakeholders.

What Is Noida’s Sports City Project?

The Sports City scheme was conceived as an integrated urban model where large land parcels were allotted to private developers to build sports infrastructure alongside housing.

Under the policy, 70% of the land was to be developed for sports facilities — such as stadiums, academies and training centres — while only 30% could be used for residential projects.

However, violations of this ratio and delays in creating sports infrastructure led to regulatory action and the eventual freeze in 2021.

What Had Triggered The Freeze?

The Noida Authority had imposed a blanket ban in 2021 on registries, building plan approvals and occupancy certificates in Sports City projects after finding that developers had prioritised residential construction while failing to build mandated sports infrastructure.

The move impacted multiple projects launched between 2011 and 2014, leaving thousands of buyers unable to take possession or complete property registrations.

As part of the resolution, the Noida authority has accepted a plan submitted by the developer with conditions, including a “zero period” waiver covering disruption phases between March 2020 and March 2022, as well as from January 2021 until the revised Master Plan is revalidated.

Developers have now been given three years to build sports infrastructure and five years to complete housing projects.

Karunesh said registries for the Sector 150 project will begin immediately, with occupancy certificates being issued in line with court orders. He added that other developers will be required to submit revised plans, which will be examined as per rules.
