Government agencies have issued a security advisory, warning that Punjab-based gangsters have effectively become foot soldiers of foreign-based Khalistanis, operating in dangerous coordination with criminal networks spread across Haryana, Delhi-NCR, Uttar Pradesh and Rajasthan, according to a top-level official aware of the latest missive from the Centre.

According to sources, the missive talks about the amplified attempts by a dangerous trio of gangsters, terror outfits and Khalistani groups.

“Punjab-based gangsters, who have become foot soldiers of foreign-based Khalistani and radical handlers, are operating in close tandem with their counterparts from other states and attacks can be amplified in coming days,” the official said, underlining the expanding geographic footprint of the threat.

The missive has been sent amid a grenade attack outside the BJP office in Chandigarh this month.

“These groups, along with various pro-Khalistani outfits, are trying to regain ground in Northern India by funding gangster groups,” the official said, pointing to a deliberate strategy of using crime as a vehicle for radical ideology. They are constantly getting support from Pakistan-based terror outfits and their masters are working in different regions and countries, using encrypted communication, layered system of recruitment followed by a well-oiled supply chain system of arms and ammunition.

The internal communication, sent to top security officials, flags the availability of country-made as well as sophisticated weapons with organised criminal syndicates operating in Punjab and the broader North India-NCR region as a serious and growing security concern.

The missive further reveals that the outfits have threatened to target iconic Indian buildings and senior dignitaries and sought to disrupt the prime minister’s official visits and public functions—moves widely seen as part of a broader effort to internationalise the Khalistan issue as a bilateral dispute.

Security agencies across the affected states have been put on alert, with the Centre’s communication understood to be directed at state governments and intelligence establishments for immediate and coordinated action.
