Afghanistan’s Foreign Minister Amir Khan Muttaki arrived on a visit to India on Thursday. He will be on India tour from 9-16 October.

Afghanistan’s acting Foreign Minister Amir Khan Muttaki arrived in New Delhi on Thursday for a week-long visit. This is the first ministerial-level visit from Kabul to New Delhi after the Taliban came to power in Afghanistan in August 2021.

“Afghanistan Foreign Minister Maulvi Amir Khan Muttaki is warmly welcomed on his arrival in New Delhi. We look forward to talks with him on bilateral relations and regional issues,” External Affairs Ministry spokesperson Randhir Jaiswal posted on Twitter.

Muttaki was to come to New Delhi only last month, but his visit was canceled due to the travel ban of the United Nations Security Council (UNSC). The (UNSC) committee on September 30 had given temporary exemption to Muttaki and allowed him to come to New Delhi from October 9 to 16.

Muttaki’s visit comes as Afghanistan’s neighbors, including India, Pakistan, China and Russia, protested against US President Donald Trump’s attempt to take back the Bagram Air Base.

There can be talk on recognizing Taliban government

India’s Foreign Secretary Vikram Misri had met Amir Khan Muttaki, the Foreign Minister of the Taliban government of Afghanistan, in January this year.

India closed its embassy in Kabul in 2021 after America left Afghanistan and the Taliban government was formed. Since then there has been no formal relationship between the two countries. India has not even given official recognition to the Taliban government of Afghanistan. However, India has been doing backdoor diplomacy with Afghanistan for a long time.

Now after almost 5 years of Taliban government’s rule, Foreign Minister Amir Khan Muttaki is on a visit to India. We tried to reach out to the Foreign Ministry spokesperson in Afghanistan to know the agenda of the visit, but he did not respond to messages and calls.

Sources in the Ministry of External Affairs say that Muttaki may meet Foreign Minister S Jaishankar in Delhi. Issues of humanitarian aid, visas, facilities for traders and Afghan citizens in Afghanistan can be raised between the two.

At the same time, issues like international recognition of the Afghan government including dry fruit export, Chabahar-Route, port-link, regional security and ban on terrorism (especially in view of TTP) can also be discussed.
