This exercise is prepared across the country amid the political controversy in Bihar on the special intensive revision (SIR) of voter lists. The Election Commission wants to get SIR simultaneously in all states. However, based on the experiences from Bihar, the Commission will also improve its processes.
According to commission sources, about two lakh new booth level officers (BLOs) will be added. It will be ensured that 250 houses must have at least one election representative. In the recent meeting, a roadmap of nationwide SIR is being prepared on the basis of input from the election officials of the states.
In this, a timeline will also be made to release draft and final voter list after filling voter form, filing claims and objections and reviewing documents. Sources in the Commission said that the exercise of nationwide SIR has no relation with the Bihar assembly elections.

States have received instructions to start preparations Election officials of the states have been instructed to start preparations. As soon as the date is announced, the entire staff will get involved in the work. Intensive review in Assam, Manipur Meghalaya, Mizoram, Nagaland, Tripura, Jammu and Kashmir took place in 2005. The rest of the states took place in 2002-03. There was a thorough review in Maharashtra and Arunachal Pradesh in 2006-07 and in Delhi in 2008.
Effect … 55 to 60% voters will not have to give documents Based on the input from the election officials of the states, the Election Commission has estimated that 55 to 60 percent of the voters of the country will not have to give documents during the SIR exercise. This will be decided on the basis of previous intensive reviews conducted in various states.
Intensive reviews were conducted between 2002 and 2008 in most states. All voters involved in that review will be exempted from giving any documents.
Review of non -recognized parties, sword on one and a half thousand parties Along with voters, the Election Commission is going to conduct a thorough review of paper political parties. The first standard for this was that parties who did not contest any election for 6 years would be considered to be automatically terminated.
On this basis, the registration of more than 300 political parties is over. There are about 3000 more parties left. Their intensive review is going on. It is estimated that the registration of about 50% parties may end. The rules of new registration will also be strict.
Of the affidavits of 100 members at the time of registration, 20 will be compulsory. The authenticity of all 100 members will be checked on the discrepancy. In 15 days, the teams who do not respond to the notice will be kept on notice to abolish the registration.
Arrangement … No 943, there will be a BLO on 900 voters According to the number of voters, the number of BLOs and their ratio is being made. Currently, the Commission has about 1.5 lakh BLOs. A BLO is available on an average of 943 voters in terms of number of voters.
In the coming days, the number of BLOs will be 12 and a half lakhs. The appointment of two lakh new BLOs will have a BLO on an average of 900 voters. According to sources, a BLO will have the responsibility of reaching two hundred and fifty houses in 45 days.
12 documents are valid in Bihar, there may be less and less in the rest of the states

Initially 11 documents were validated in SIR in Bihar. However, after the direction of the Supreme Court, the Aadhaar number is considered as the 12th document. According to commission sources, in addition to these 12 documents, some documents can be reduced or increased according to the specifics of the states. Inputs have been taken from states for this.
Sources claim that taking lessons from SIR in Bihar can also be expanded in the timeline. For example, the duration of filling the voter form can be done up to 45 days instead of 30. Also, the same time can be given the same time to take claims and objections on the draft voter list. One month will be sufficient to check the documents. As such, this entire process of SIR can be completed within four to five months.
