Another big network of preparing fake permanent residence certificates has been exposed in Haldwani, Uttarakhand. Inside Banbhulpura, the administration has exposed a society which has been issuing fake ‘residence proof’ and caste certificates for people from outside states for the last 18 years.

These papers were scanned and posted in the tehsil through the Common Service Center (CSC), and due to non-verification by the employees, many fake permanent residences were issued.
On this entire matter, advocate and state agitator Hukam Singh Kunwar said-
There is interference from outsiders inside the tehsils and such fake certificates are made with the connivance of the tehsil employees, the employees do not even bother to check the documents.

9 days ago, on 13 November, Kumaon Commissioner Deepak Rawat had raided a CSC center running in Banbhulpura, Haldwani, in which Faizan, who was making permanent residence by fake means, was arrested.
After which now the certificates are being examined under the leadership of SDM Rahul Shah in Banbhulpura. In this investigation, in the documents of a person ‘Anjuman Momin Ansar, Azad Nagar, NainitalA purported ‘certificate’ issued by a society named ‘ was found. This certificate became the first link to reach this big racket.
Doubtful certificate opened the whole game
This ‘certificate’ was neither of the government format nor of any permitted institution. On suspicion, a joint administrative team of City Magistrate, SDM and Tehsildar was immediately sent to investigate the address of the society. When the team reached the registered address, no existence of the society was found there.
Team reached Sahukar Line, real operator revealed
Local investigation revealed that this society was actually closed for many years, but the rich man Ahmed Ansari, who runs a shop in Sahukar Line in its name, was issuing fake certificates. On Friday evening, when the team interrogated Raees Ahmed Ansari on the spot, he admitted that he had been issuing certificates in the name of the society since 2007.
The President has died but the work continues
Investigation revealed that the President and General Secretary of the society had died in 2007, due to which the organization was legally inactive for a long time. Despite this, Rais Ahmed Ansari was issuing false certificates like period of residence, caste, and local identity to people using the name of the society for the last 18 years. The Society did not have the authority to issue any such certificates, but these papers containing its letter pads were being used in making permanent residence, caste and birth certificates in the tehsil.
The team seized the entire record
The investigation team has seized all the related documents, old records, letter pads and digital copies on the spot. SDM Rahul Shah has directed the Tehsildar to immediately investigate all the certificates issued on the basis of this society and to trace the culprits by back-tracking every case.
