The revelation of a big corruption case has created a stir in the administrative circles of Haryana. Just 5 days before the retirement of 1995 batch senior IAS officer D. Suresh on August 31, the Anti Corruption Bureau (ACB) has registered an FIR against him under serious sections of the Prevention of Corruption Act and fraud.
In this case registered on August 26 after getting approval from the Chief Secretary, it has been revealed that in the posh Sector-23 of Gurugram Haryana The ownership rights of the 500 yard plot of Urban Development Authority (HSVP) whose market value was around ₹ 3.5 crore (collector rate ₹ 1.75 crore) was handed over for just ₹ 6.71 lakh.

The roots of this mega scam are linked to a default plot of 1988, which was seized by HSVP in 2002 for non-payment of dues. The vigilance investigation, which lasted for about 7 years, revealed that the officers and babus prepared fake notesheets under the guise of a court order for the restoration of another plot. In March 2019, the then Chief Administrator, D. Suresh, disregarding the rules, not only canceled the seizure of that default plot, but also directly defrauded the government treasury of crores of rupees by getting the conveyance deed done at throwaway prices. A total of 9 people including the then estate officer Mukesh Kumar have been made accused in the case.
An interesting turn came in the case when the Punjab and Haryana High Court, while giving interim relief to D. Suresh, ordered that it would be mandatory to give him at least 7 days’ notice before taking him into custody. The next hearing is scheduled for October 16.
It is noteworthy that D. Suresh had recently come out openly in the much talked about suicide case of IPS Y Puran Kumar and raised his voice in favor of the victim’s family by questioning 15 officers including the then DGP. In such a situation, this swift legal action taken on the threshold of his retirement and the investigation at the DSP level has created a lot of panic in the entire department.
