Three bills related to amendment in the Women’s Reservation Act will be presented in Parliament today. In these bills, it is proposed to give 33% reservation to women in Lok Sabha and Assemblies from 2029. A three-day special session has been called for this.
The amendment bill proposes to increase the number of Lok Sabha MPs to a maximum of 850. The current number is 543. There will be a maximum of 815 seats in the states and up to 35 seats in the Union Territories. Delimitation will also be done to decide the exact number of seats. 273 seats will be reserved for women.
The bills will be discussed on 16, 17 and 18 April. All the parties including BJP and Congress have also issued a whip to their MPs to remain present in the Parliament. The government will need two-thirds majority to pass the bill.
The opposition is opposing the delimitation. After getting approval from the Parliament, this law will come into force from March 31, 2029, and will come into effect for the first time in the Lok Sabha elections to be held in the same year.

18 hours discussion in Lok Sabha, opposition against delimitation
Law Minister Arjun Ram Meghwal will introduce two bills, while Union Home Minister Amit Shah will introduce one bill. A time of 18 hours has been fixed to discuss these. After this there will be discussion in Rajya Sabha. PM Modi can present his views during the discussion tomorrow itself.
Congress President Mallikarjun Kharge held a meeting with opposition leaders on Wednesday. Said that the opposition is not against women’s reservation but is against increasing seats in the Lok Sabha. The entire opposition will vote against it in Parliament. Rahul Gandhi and leaders of TMC, RJD, Shiv Sena (UBT), NCP (Sharad faction), AAP attended the meeting.
How will these changes happen, answers to every important question…
1. Which bills will be introduced: The Constitution (131st Amendment) Bill, Delimitation Bill (Amendment) Bill and Union Territory Laws (Amendment) Bill, 2026 Bill will be introduced. This will be discussed.
2. How much will the seats increase: Lok Sabha seats will be increased from 543 to a maximum of 850. 815 seats in states and 35 seats for union territories. This change will also affect the Rajya Sabha and all the legislative assemblies of the country. The number of seats will change here also.
3. For how many years will women’s reservation be there: Of the total seats, 33% i.e. 273 can be reserved for women. This reservation for women will be for 15 years. That is, till the Lok Sabha elections of 2029, 2034 and 2039. After this, Parliament will decide to increase it.
The reserved seats will keep changing in every election, so that women can be represented everywhere. This will also include reservation for women belonging to Scheduled Castes and Scheduled Tribes. These reserved seats will be decided on the basis of rotation in different areas. At present the number of women MPs in Lok Sabha is 75 and in Rajya Sabha 39.

4. What will happen in delimitation: Till now the basis of seats was the 1971 census, which was valid till 2026. When the delimitation will happen and on the basis of which census (like 2011 or 2027), the Parliament will be able to decide by making a simple law instead of the Constitution.
The government is making changes in this. For this the definition of population will be changed. This gives Parliament the right to decide what data should be used to increase the number of seats. For this, it has been said to make the 2011 census the basis.
The government will create a Delimitation Commission by amending the Constitution. The Chairman will be a sitting or former judge of the Supreme Court. The Commission will re-decide all the constituencies (Lok Sabha seats). The decision of the Commission will be final. Its decision cannot be challenged in court.

5. Will the government be able to pass the bill in the Lok Sabha: To pass the constitutional amendment, the government will have to hold back-channel talks. Under Article 368 of the Indian Constitution, a special majority in both Houses of Parliament is required to amend the Constitution. A majority (more than 50%) of the total members and two-thirds majority of the members present and voting.
The current strength of the Lok Sabha is 540 (out of total 543). 3 seats are vacant. If all MPs are present and vote, then at least 360 MPs (two-thirds) will have to vote in favor of it.
Currently, the BJP-led National Democratic Alliance (NDA) has 292 MPs, while INDIA (Opposition) has 233 MPs. 15 MPs are not with any alliance.

6. For three decades Women’s reservation bill was pending
The proposal for reservation of women in Parliament has been pending for almost 3 decades. This issue was first raised by the Committee to Assess the Status of Women in 1974. In 2010, the Manmohan government had passed the 33% reservation bill for women in the Rajya Sabha with majority.
Then SP and RJD opposed the bill and threatened to withdraw support from the then UPA government. After this the bill was not introduced in the Lok Sabha. Since then the women’s reservation bill is pending.
In 2023, Modi government passed the Women’s Reservation Bill. This law was made, now it is being changed through amendments.
