This land was the owner of Liaquat Ali Khan’s cousin Umradraj Ali Khan, who died in the year 1935. Later the names of his heirs were recorded. However, after the partition of the country, heirs went to Pakistan. After this, the game of making this land started. In the year 2022, some villagers complained to the then Haryana Home Minister Anil Vij. Complaints about this matter continued, but justice was not done due to investigating officers and political patronage.
Seeing no justice from anywhere, some villagers filed a petition in the Punjab and Haryana High Court. On September 12, while hearing, the High Court handed over the investigation to the CBI. Also, the next hearing of 12 January 2026 has been fixed. The CBI has also registered the diary number of the case.

- The father was a zamindar, the British gave the title of Nawab: Liaquat Ali Khan was born in Dabkauli village of Karnal. His zamindar was a Muslim family. His father Nawab Ruknuddaula was a big zamindar and received the Nawabi degree from the British Government. Khan did his early education in India and then went to England for higher education, where he studied at Oxford University. Umradraj Ali Khan was from this landlord family. - Names of 5 sons: 1200 acres of land: Advocate Karn Sharma, who is looking at this case, says that Sonu, Dhanprakash, Vedprakash, Vishnu, Lakhmir, Satpal Sarpanch, Vikram of village Dabkauli complained to the then Home Minister of Haryana on 4 May 2022. It said that they have been cultivating the village Dabkauli Khurd for a long time. After the death of Umradraj Ali Khan in 1935, his about 1200 acres of land was named after five sons Nawabzada Shamshad Ali Khan, Irshad Ali Khan, Ejaz Ali Khan, Mumtaz Ali Khan and Imtiaz Ali Khan. His daughter Jahangir Begum was married to Prime Minister Nawabzada Liaquat Ali Khan in 1918.
- Land became ‘EVCUE Property’ after going to Pakistan: In 1945-46, Dabkauli Khurd village was destroyed and its area went towards Uttar Pradesh with the flow of Yamuna river. After independence, all the children of Umradraj Ali Khan moved to Pakistan. In 1950, the Uttar Pradesh government implemented the ‘Zamindari Abolishan Land Reforms Act’. Under this, the state took all the land in its hands and the land of Umradraj Ali Khan’s heirs was declared ‘Evacuee Property’. This is the property that was abandoned by those who migrated from India to Pakistan or Pakistan at the time of partition. In 1962, the General Custodian of India gave the final verdict that this land would now be under Custodian.

- Patwari-Kanungo, officials and leaders grab land with fake documents: In the 1990s, some land mafia captured about 6000 bighas or about 1200 acres of agricultural land by showing false will and fake heirs. The villagers allege that there was connivance of Patwaris, Kanungo, Consolidation Officers, Revenue Department, government lawyers and some political people.
- Constant complaints of villagers, but investigation was weakened: In 2005, the villagers submitted 150-200 complaints to the Chief Minister Haryana. Based on this, FIR number 291 was registered in Indri police station. Sections 420, 465, 467, 468, 471 and 120-B were imposed in it. However, the investigating officers colluded with the land mafia and suppressed the complaint letters and the final investigation report. This report is still pressed at the Police Headquarters in Panchkula.
- Case failed to capture, case in court: In 2007-08, the land mafia tried to take possession of the land, but the villagers protested. In 2009-10, the villagers approached the Punjab and Haryana High Court. The SIT was formed on the court’s order, but it is alleged that here too the authorities did not take any concrete action under pressure from the land mafia.
- Efforts to suppress the case by giving crores of land to witnesses: In 2011-12, the accused got five witnesses worth crores of land to weaken the case. Investigating officers also supported this. Even some witnesses were given crores of rupees, so that they turn from the case.

When questions raised on police and administrative officers …
- Charges of corruption on officials: Advocate Ramkishan told that a patwari and other officials met the land mafia and got crores of assets in their names. Many Patwari and Consolidation Officers have also connivated the land mafia. In 2012-13, the land mafia filed a petition in the High Court to cancel the case, but the court rejected it.
- Questions raised on police officers also: In 2018, the investigating officer English Singh gave a statement in the court that he did not receive any complaint letter from the villagers. Villagers say that they gave this statement under pressure from land mafia. The villagers then complained to several officials including SP and DSP Karnal. But it is alleged that a DSP got a false investigation by taking crores of rupees from the land mafia and captured the land.
- The reason for weakening the FIR: According to Sarpanch Satpal, the investigating officers weakened the FIR 291/2005 so that about 100 shops and residential houses of Karnal city of Umradraj Ali Khan’s family could also grab land mafia. The price of these properties has been stated to be close to Rs 800 crore. Apart from this, 50 shops near Kunjpura Sainik School and other properties across the country were also targeted.
- Registry of crores by making fake heirs: The villagers alleged in the FIR 238 that the fake heirs of Jamshed Ali Khan, Khurshid Ali Khan, Imityaz Begum, Mumtaz Begum and Ejaz Ali Khan registered 1813 bigha 11 Biswa land. It also included high officials of the revenue department. A case was also filed against them under sections of fraud and forgery.
High court order and CBI entry On 12 September 2025, a bench of Justice Jasjit Singh Bedi heard the case. The court said that now a thorough investigation of the case is necessary. The court issued a notice to the CBI and sought a reply. The court said that all parties should file their retaliation reports. The next hearing date has been fixed on 12 January 2026. Advocate Ramkishan said that the CBI has registered the diary number and the investigation has started. After the strictness of the High Court, the villagers have hoped for justice.
