MPs and MLAs have been placed in the first category of 10 different occupations of the Periodic Labour Force Survey.
The working paper published by NITI Aayog in July has revealed that in the six years between 2018 and 2023, only the salaries and allowances of MPs and MLAs have increased in the country.
It said MPs and MLAs have been placed in the first category of 10 different occupations of the Periodic Labour Force Survey, which includes legislative professionals, senior officers and managers.
This working paper of the Commission focuses on bringing forward job creators and empowering the engines of progress for a developed India.
In this, the increase in salary and allowances during the evaluation period has also been estimated on the basis of EPFO and other data. Apart from public representatives, salary and allowances have also increased in the category of plant-machine workers.
Decline in rest of the salary and allowances
- According to the paper, the biggest surprise between 2018 and 2023 is that despite formal employment doubling, the demand for salaried workers has decreased compared to their supply. This conclusion has been drawn on the basis of EPFO data.
- On the pattern of decline in real wages and salaried workers across all types, the working paper said that global supply disruptions and commodity price volatility could be the major reasons for this.
- On the other hand, real wages of casual workers have increased in every category. The only exceptions are the salaries and allowances of clerks and professionals. The real wages of casual labour increased the most by 2.8%, while job growth was just 0.6%.
- A sign of weakness in job skills is the decline in salaries and allowances of clerks across all types of workers, be it self-employed, salaried or casual.

- Legislators, Senior Officers, Managers (Legislators include MPs, MLAs, Legislative Council members)
- Skilled Agriculture and Fishery Workers
- Craft and allied trade workers
- Professionals
- Technicians & Associate Professionals
- clerk
- Service workers, shop and market workers
- Plant and Machine Operator
- Elementary Occupation Workers who are not included in the occupation category.
- Six occupations have been separately classified for industries and according to the working paper, among these, only agriculture and allied services have seen an increase in real wages.
