To reduce vehicular pollution in Delhi and bring modernization in the transport system, the Rekha government has prepared a blueprint for a new Electric Vehicle (EV) policy.

Chief Minister Rekha Gupta has indicated that this policy can be implemented from the next financial year, i.e. April 2026. Delhi government minister Pankaj Singh gave this information in a press conference on Saturday.

Before the policy, there will be an emphasis on strengthening the infrastructure by increasing the number of charging stations. Adoption of EV will reduce the levels of pollutants like PM 2.5 and PM 10. Along with this, subsidy will be given to reduce the difference in prices of petrol-diesel (ICE) vehicles and EVs.

Road tax and registration charges on EV purchases have already been abolished. Along with this, scrapping incentive scheme will be introduced to remove old and more polluting vehicles. Scrapping an old petrol or diesel vehicle will provide additional financial benefits in purchasing a new EV.

Vehicle manufacturing companies asked to maintain supply

The government has asked vehicle manufacturers to ensure timely supply and reasonable prices. Discussions are being held with discoms, vehicle manufacturers and scrap dealers before finalizing the draft policy. The draft will also be made public for public suggestions.

Charging points will be installed near residential colonies along with public places.

Under the EV policy, work is being done on single window facility and network expansion. Charging points will also be installed near major public places and residential colonies. Scientific disposal of old batteries and battery swapping facilities will be promoted so that charging time is reduced. According to the government, vehicle owners will be given enough time to adopt EVs.

To finalize the EV policy, the Chief Minister has constituted a high-level Cabinet Committee (GOM) under the chairmanship of Energy and Education Minister Ashish Sood. The committee formed about four months ago has held several meetings so far.

The challenges related to battery recycling and charging infrastructure have been worked out with the help of experts from IIT-Delhi.

Government’s strictness after implementation of GRAP-4

  • Four polluting factories were sealed. These include an iron welding unit and three e-waste related units, which were running in Dayalpur, Nehru Vihar and Karawal Nagar wards. According to MCD, a total of 34 units have been sealed since December.
  • More than 1 lakh PUC certificates were issued in the three-day special drive, while 47,600 pollution certificates were issued in a single day on December 19.
  • So far 3,518 e-buses have been included in the DTC fleet. The target is to add 5,000 e-buses by March next year and 7,000 by November.
  • Despite the ban on construction activities under Grape-4, MCD issued challans worth Rs 33.95 lakh in the last one week for violation of rules. During this period, 1,792 construction sites were inspected and 771 challans were issued.
