According to the report, goods or parts coming from China are first sent to other Asian countries including India. There they are processed, assembled or used in some other product. After this the finished goods are exported to America. The US administration alleges that this may provide a way to avoid tariffs imposed on China. For this, it has been said in the report that a network of trade routes will be created across the world. India’s Pune, Gujarat and Chennai have been described as important routes for goods coming from China. The report specifically mentions the possibility of using Chinese parts in the industrial pumps and compressors manufactured here. The route network has been called ‘Ugly Sister Cities’ in the report. This may also affect production, orders and jobs. Malaysia, Indonesia, Vietnam and Thailand are also mentioned, India is not the only one mentioned in the White House report. It also mentions those areas of Malaysia, Indonesia, Vietnam and Thailand, where goods are manufactured on a large scale and sent to other countries. According to the report, goods worth billions of dollars can reach the American market every year through such routes, in which Chinese parts have been used. Does this prove an attempt to avoid tariffs? Using Chinese parts in a product and sending Chinese goods to America only through India are two different things. If a product is being actually manufactured, assembled and a lot of work is being done on it in India, then it cannot be considered as just turning around Chinese goods and sending them to America. Therefore, it is seen that the actual work done in making the product and what share in the price of the product is done in which country. Just because a product has Chinese parts does not prove that an attempt has been made to avoid tariffs. In today’s global supply chain, different parts of a product are manufactured in many countries and its final assembly may take place in another country. America will now catch suspicious shipments with AI and data. The report comes at a time when America is increasing surveillance on efforts to avoid tariffs through third countries. The White House has called for greater use of technology and data analysis in examining goods arriving at the border. The report also mentions AI systems that could help US customs officials identify suspicious shipments.
