President Trump said that he has used the 1970 Home Rule Act. It empowers the President that he can take control of the city police for 48 hours in an emergency condition.
According to the law, if President Washington DC informs the presidents and members of the law -making laws, then the police control can be kept for a long time.
However, it is not clear whether Trump has given this formal notice or not. According to the rule, if the city has to be controlled for more than 30 days, then it is necessary to pass the law in Parliament.

Trump recently also deployed 5 thousand National Guard soldiers in Los Angeles, which was opposed by local leaders. The President has the right to deploy the National Guard in Washington, as it is a union territory.
