गार्डियन के डिप्लोमैटिक एडिटर पैट्रिक विन्टॉर ने एक लेख लिखा है जिसमें वो कहते हैं ट्रंप के टैरिफ पुराने गठजोड़ों को फिर से आकार दे रहे हैं और ग्लोबल साउथ अपना रास्ता खुद बना रहा है. पैट्रिक लिखते हैं कि ट्रंप टैरिफ के जरिए अपनी राजनीतिक और आर्थिक ताकत दिखाने की कोशिश कर रहे हैं लेकिन भारत और ब्राजील जैसे देश मिलकर उनका विरोध कर रहे हैं.

वो आगे लिखते हैं, ‘यह दावा करना जल्दबाजी होगी कि टैरिफ बड़े पैमाने पर दुनिया की राजनीति को उलट-पुलट कर रहे हैं लेकिन हाल के हफ्तों में ब्राजील, रूस, भारत और चीन के नेताओं ने इसपर अपना विरोध जताया है जो दिखाता है कि ट्रंप का टैरिफ का दांव कैसे उलटा पड़ सकता है जिससे प्रतिरोध की एक धुरी बन सकती है. यह धुरी इस विश्वास पर आधारित होगी कि अमेरिकी अर्थव्यवस्था ने राष्ट्रपति को जो शक्तियां दी हैं, उसे दरकिनार करना संभव है.’

पैट्रिक लिखते हैं कि अगर अमेरिकी राष्ट्रपति की उन शक्तियों को ‘अनियंत्रित छोड़ दिया गया तो ट्रंप की टैरिफ कूटनीति न केवल उनकी अर्थव्यवस्थाओं को कमजोर करेगी, बल्कि उनकी संप्रभुता को भी नष्ट कर देगी.’

समाचार एजेंसी रॉयटर्स ने लिखा है कि टैरिफ लागू होते ही दुनिया के दो सबसे बड़े लोकतांत्रिक देशों और रणनीतिक साझेदारों में तनाव बढ़ गया है.

रॉयटर्स ने लिखा, ‘नए टैरिफ से प्रधानमंत्री मोदी के गृह राज्य गुजरात सहित देश के कई राज्यों के हजारों छोटे निर्यातकों और नौकरियों को खतरा है. बुधवार को टैरिफ बढ़ाने का कदम भारत-अमेरिका के बीच पांच दौर की असफल वार्ता के बाद उठाया गया है. वार्ता के दौरान भारतीय अधिकारियों ने आशा जताई थी कि अमेरिकी टैरिफ को 15% पर सीमित किया जा सकता है, जो कि जापान, दक्षिण कोरिया और यूरोपीय संघ सहित कुछ अन्य प्रमुख अमेरिकी व्यापार भागीदारों के सामानों पर भी लागू किया गया है.’

एजेंसी ने लिखा कि दोनों पक्षों के अधिकारियों ने वार्ता असफल होने की वजह राजनीतिक गलतफहमी और संकेतों की अनदेखी को जिम्मेदार ठहराया है. अमेरिकी जनगणना ब्यूरो के आंकड़ों के अनुसार, 2024 में भारत-अमेरिका का द्विपक्षीय वस्तु व्यापार कुल 129 अरब डॉलर का था, जिसमें 45.8 अरब डॉलर का अमेरिकी व्यापार घाटा शामिल था.

चीन के सरकारी अखबार ग्लोबल टाइम्स ने टैरिफ को लेकर प्रकाशित अपनी खबर में लिखा कि भारत पर ट्रंप के टैरिफ बुधवार से लागू हो गए हैं जिसके बाद से दोनों रणनीतिक साझेदारों के बीच तनाव बढ़ गया है.
चीनी अखबार ने लिखा, ‘भारत पर अमेरिकी टैरिफ बढ़कर 50 प्रतिशत तक पहुंच गया है जो अमेरिका के उच्चतम टैरिफ में से एक है. रूसी तेल की खरीद से नाराज अमेरिका ने भारत पर यह टैरिफ लगाया है. अमेरिका से व्यापार वार्ता विफल होने के बाद भारतीय निर्यातक अमेरिकी ऑर्डर में भारी गिरावट का सामना कर रहे हैं.’

ग्लोबल टाइम्स ने एक जर्मन अखबार के उस दावे का भी जिक्र किया है जिसमें कहा गया है कि ट्रंप ने चार बार फोन कर पीएम मोदी से बात करने की कोशिश की लेकिन उन्होंने उनसे बात करने से इनकार कर दिया.

अखबार ने लिखा, ‘ऐसा लगता है कि बढ़ते व्यापार विवाद ने प्रधानमंत्री मोदी को परेशान कर दिया है जिन्होंने, जैसा कि एक जर्मन अखबार ने दावा किया है, हाल के दिनों में अमेरिकी राष्ट्रपति ट्रंप के चार फोन कॉल्स लेने से इनकार कर दिया है.’

कतर के सरकारी ब्रॉडकास्टर अलजजीरा ने लिखा है कि बुधवार से लागू हुए भारी टैरिफ से भारतीय अर्थव्यवस्था को भारी नुकसान पहुंचने का खतरा है क्योंकि इससे उसके सबसे बड़े निर्यात बाजार (अमेरिका) के साथ व्यापार पर असर पड़ सकता है. भारत ने 2024 में अमेरिका को 87 अरब डॉलर से ज्यादा कीमत का सामान निर्यात किया था.

अलजजीरा ने लिखा, ‘भारत सरकार ने ट्रंप के कदम को अनुचित और अविवेकपूर्ण कहकर इसकी आलोचना की है. मोदी सरकार का अनुमान है कि इन टैरिफ से 48 अरब डॉलर से ज्यादा कीमत के निर्यात प्रभावित होंगे. न्यूज एजेंसी एपी की रिपोर्ट के अनुसार, भारतीय अधिकारियों ने चेतावनी दी है कि नए टैरिफ की वजह से नौकरियां कम हो सकती हैं और दुनिया की पांचवीं सबसे बड़ी अर्थव्यवस्था की रफ्तार धीमी पड़ सकती है.’
