National Conference Legislature Party leader Omar Abdullah had met LG Manoj Sinha at Raj Bhavan on October 11 and staked claim to form the government.
The order to lift President’s rule before the formation of the new government in Jammu and Kashmir was issued late on Sunday night. The Home Ministry said that President Murmu has issued an order to end President’s rule immediately before the oath of the new Chief Minister.
The last assembly elections in Jammu and Kashmir were held 10 years ago in 2014. After the elections, BJP-PDP formed a coalition government. In 2018, the government fell after the BJP withdrew support and Mehbooba Mufti resigned from the post of CM. Since then, President’s rule was imposed in Jammu and Kashmir.
Here, National Conference Vice President Omar Abdullah can take oath as Chief Minister today. In the assembly elections, NC had won 42 seats, its ally Congress had won 6 seats and CPI(M) had won one seat. After the results, NC chief Farooq Abdullah had said that Omar would become the CM.
He was elected leader of the legislature party in the meeting on 10 October. After this, Omar went to Raj Bhavan in Srinagar on the evening of 11 October and met LG Manoj Sinha and staked claim to form the INDIA block government in Jammu and Kashmir.

- Governor’s rule in June 2018: After the fall of Mehbooba Mufti’s government, according to Section 92 of the state constitution, ‘Governor’s rule’ was imposed in Jammu and Kashmir for six months, because Article 370 had not been removed there then. After the six-month period of ‘Governor’s Rule’ ended, the Central Government imposed President’s rule, which was later extended further.
- President’s rule again after removal of 370: President’s rule in Jammu and Kashmir was imposed on October 31, 2019 after abrogation of Articles 370 and 35A and bifurcation of the region into two union territories – Jammu and Kashmir and Ladakh. The Home Ministry had issued the President’s rule order under Section 73 of the Jammu and Kashmir Reorganization Act, 2019.

Omar, who won the elections from 2 seats, can take oath as CM today.
Omar has won the assembly elections from two seats. He has been elected from Ganderbal and Budgam seats. Both the seats have been strongholds of NC. His grandfather Sheikh Abdullah had won from Ganderbal seat in 1977 and father Farooq Abdullah had won from here in 1983, 1987 and 1996. In 2008, when Omar became CM for the first time, he also won the elections from this seat.
At the same time, NC is dominating the Budgam seat also. NC has lost here only once in the last 10 assembly elections. Actually, in the Lok Sabha elections, Umar had lost the Baramulla seat to Engineer Rashid, hence he contested from two safe seats.
NC alone has the support of 47 MLAs. Of the 7 independent MLAs who won the elections, 4 had announced their support to NC on October 10. These four independents are Pyare Lal Sharma from Inderwal, Satish Sharma from Chhamb, Mohammad Akram from Surankot and Dr. Rameshwar Singh from Bani seat.
After this Umar had said- Now our number has increased to 46. At the same time, a day later on October 11, Aam Aadmi Party (AAP) supported NC. Mehraj Malik is the only MLA of the party elected from Doda seat.

Although the party is at second place in terms of seats, it has got the maximum votes of 25.64%. This is about 2% more than NC. The party had fielded candidates on 19 seats in Kashmir. In this, the party was a contender for victory on Gurez seat. Party candidate Fakir Mohammad Khan lost here by just 1132 votes.
PDP: Big leaders lost, loss of friendship with BJP till now Former CM Mehbooba Mufti’s party PDP suffered the biggest loss this time. It suffered a loss of 25 seats as compared to 2014. Mehbooba Mufti’s daughter Iltija Mufti lost the election from Bijbehara seat. After Mehbooba’s defeat in the Lok Sabha elections, this is the second big blow for the Mufti family and the party. Experts attribute this defeat to the old alliance with BJP.
