What is Chief of Defense Staff?

The Chief of Defense Staff (CDS) is the senior most military officer who coordinates between the three forces of the country i.e. Army, Navy and Air Force. This is a four-star rank post. The CDS is also the permanent chairman of the Chiefs of Staff Committee (CoSC) and heads the Department of Military Affairs (DMA) of the Defense Ministry.

The purpose of this post is to create better coordination between the three armies, prepare joint military strategy and speed up the decision-making process in defense matters. This post was created in December 2019. Bipin Rawat was the country’s first Chief of Defense Staff.

The CDS advises the government and the Defense Ministry on military matters. He also works on coordination related to military procurement, logistics, joint operations, cyber and space. CDS also plays an important role in Nuclear Command Authority.

So far two CDS have been formed. The first CDS Bipin Rawat was made in 2019. After that Anil Chauhan took over this responsibility in 2022.

Difference between the roles of the Chief of Defense Staff and the three service chiefs?

CDS is not the operational head of the three armies. The command of the Army, Navy and Air Force remains with their respective chiefs. The CDS does not issue military orders directly, but plays a coordination role between the three services and the government. The task of giving military command to the Army, Navy or Air Force is done by their chiefs on the advice of the Cabinet Committee on Security (CCS).
