The Union Home Ministry (MHA) told the Lok Sabha on Tuesday that the Census 2027 process will be done in two stages, starting with listing of households and collecting data of households in 2026.
Giving details in a written reply to a question by Leader of Opposition Rahul Gandhi, Minister of State for Home Nityanand Rai said that housing census will be done in the first phase and population census will be done in the second phase.
The first phase will be completed in 30 days between April to September 2026. States and union territories will decide the timeline for this. The second phase in which the population will be counted will take place in February 2027.
The timeline of Census 2027 has been kept similar to the methods adopted in previous censuses. According to the ministry, March 1, 2027, will be the reference date for counting across the country at 12 midnight.
However, for Ladakh and snow-covered areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, the population count will be conducted in September 2026. October 1, 2026 will be considered as the reference date.
Important points of Nityanand Rai’s answer on Census 2027…
- The government will incorporate lessons learned and best practices from earlier census rounds, including caste-based surveys conducted in some states. The process has already incorporated learnings from previous exercises and stakeholder consultations.
- The questions asked during the census are finalized only after discussion with the concerned ministries, user organizations and subject experts.
- Field testing takes place to see whether the draft questionnaires are practical before they are notified in the Official Gazette.
- The nationwide pre-test for Census 2027 ended on November 30 and the final questionnaire is expected to be notified soon. The offices of the Registrar General and Census Commissioner are in the process of finalizing the questionnaire.
- The pilot of the houselisting phase was conducted between 10 and 30 November 2025. During this period the digital data collection model was also tested. The respondents were given permission to count themselves between 1 and 7 November 2025.
- The counting of castes in Census 2027 will be done as per the decision of the Cabinet Committee on Political Affairs dated April 30, 2025. The respondent has to answer the questions according to his knowledge or belief.
Most of the census work will be paperless
Census will be paperless to a great extent through mobile apps, portals and real-time data transfer. There will be AI based intelligent character recognition tools to read information written on paper. There will be no scope for error in the arrangement of GPS tagging and pre-coded dropdown menu. There will be a nationwide campaign to help the common people.
