The Supreme Court took automatic cognizance on July 28 due to stray dog attacks, rising rabies cases and deaths from them.
Supreme Court After the hearing, the administrative officials of Delhi-NCR have asked that all the stray dogs roaming on the road should be caught immediately, they should be sterilized and then kept in dog shelters. For this, the officers have been given 8 weeks i.e. two months. During this time, local municipal corporations will also have to make dog shelters and stray dogs will have to be kept in them. The court also said that every day the record of catching stray dogs should be maintained and no stray dog should be released again on the road. The court has asked the local bodies that action should be taken within 4 hours on receiving the complaint of stray dogs. Dog lovers are very upset with the Supreme Court’s decision, as the court has also directed to take action against those who oppose this action against stray dogs.
Dogs intimidated figures
In a way, the Supreme Court has asked to launch a campaign to make Delhi NCR free from stray dogs. Now the question is why the court suddenly heard and ordered to remove stray dogs. In fact, in the last few years, the number of people who died of increasing attacks and rabies in stray dogs has increased. Last year i.e. in the year 2024, 37 lakh 17 thousand 336 cases of dog bites were reported. In this case 54 people died due to rabies.
In January this year, 4 lakh 29 thousand cases of dog bites have been reported. According to the states, in January, the maximum number of 56 thousand cases took place in Maharashtra, followed by about 54 thousand in Gujarat, about 49 thousand in Tamil Nadu, 39 thousand in Karnataka and about 34 thousand in Bihar. There are more states in this list. Cases of dog bites have increased because the number of stray dogs has also increased very fast in the last few years. The last official calculation about the number of dogs was done in the year 2019.
A total of more than 1 crore 53 lakh stray dogs in India
In the year 2019, the report of the Ministry of Animal Husbandry said that there are more than 1 crore 53 lakh stray dogs in India. In terms of number of stray dogs, UP, Odisha, Maharashtra, Rajasthan and Karnataka come to the top 5 states. In UP, the maximum number of more stray dogs of 20 lakh 60 thousand were said to be. According to The State of Pet Homelessness Report in the year 2024, the number of stray dogs in India was described as 6 crore 5 lakhs. If we talk about Delhi-NCR, then according to an estimate there are about 8 lakh stray dogs here.
Their attacks have also increased due to increasing number of stray dogs. Many attacks are victims of young children, who fail to avoid them. The biggest threat to dog bites cases is rabies, which is a deadly virus. In July this year, a 22 -year -old kabaddi player died tragically due to rabies. This player named Brijesh Solanki saved a dog from drowning in the drain. During this time, the dog had bitten Brajesh. Brajesh did not know about it at that time and then he died due to being infected with rabies virus within a week. This painful video also went viral on social media.
A similar case came to light from Ghaziabad in the year 2023. At that time, a 14 -year -old child was bitten by a dog and later that child died in his father’s lap and died. This video shook the whole country. At that time there were a lot of voices about the attacks of stray dogs. But under the pressure of some dog lovers, no concrete action was taken regarding stray dogs. These were cases in which rabies killed people. But many such incidents come out every day, in which stray dogs became a threat to human life.
Society divided into two classes
The attitude of the Supreme Court on stray dogs has divided the society into two sections. One of them is dog lovers who do not want stray dogs to be caught and kept in the shelter home. Others are the common people who want stray dogs to be caught and they should be kept in the shelter home. Both classes have their own arguments. Dog Lovers says that there is a shortage of shelter homes for stray dogs, so it is wrong to catch them. Whereas the common people say that instead of keeping stray dogs on the road, they should be kept in a temporary shelter home and then new shelter homes should be made.
Nobody wants this to have stray dogs in their society, street or locality who attack people. Many times dog lovers also have to face opposition because they feed stray dogs on the road. Then these stray dogs attack the common people passing by. There will be hundreds of such societies in Delhi NCR, outside which people meet stray dogs. These people call themselves dog lovers. They believe that dogs roaming on the road also have the rights, they also feel hungry. Many of these dog lovers also have pet dogs.

People avoid raising indigenous dogs
Some of the favorite breeds of Indians in the case of dogs are German Shepherd, Labrador, Golden Ritrver, Pag, Chihuahua, Siberian Haski, Beagle, Rotwiller, Pitbul, Pomerian and St. Bernad. These are all foreign breed dogs. However, many people in our country also raise dogs of Indian breed. But these breeds are especially called good breeds such as Bakharwal, Banjara Hound, Indian Mustif, Himalayan Sheepdog, Rampur Gray Hound, and Rajapalayam. But the problem is a special breed, which is called desi dog i.e. Indian Pariah Dog (Indian Periah Dog). No dog lover wants to raise dogs of this breed.
The ‘Indian Periah Dog’ is found all over the country and whenever it comes to raising ‘Indian Periyah Dog’, the dog lovers back back. This is the reason that their number is the highest among stray dogs and now when it arises about keeping them in shelters, dog lovers have come out on the road. Now a question is whether there are dog shelters to keep 6 crore domestic dogs in our country? The truth is that in our country, arrangements like dog shelters are on paper, but there is no such system on the ground.
Dogs will catch it but where will you keep?
There are a total of 3 thousand 500 shelters in India, which are made for all types of stray animals. There is no separate government system for stray dogs. However, about one thousand NGOs in the country are engaged in the service of animals and the NGOs working in urban areas are especially stray dogs. That is, there are no separate shelters for stray dogs.
There are 8 lakh stray dogs in the capital Delhi, and there is not a single dog shelter for them. There are only 20 centers that sterilize stray dogs. Municipal corporation employees bring stray dogs here, then leave them back to the same place after sterilization from where they were caught. According to Gurugram officials, there are about 50 thousand stray dogs. And in order to keep them, only 100 stray dogs can be kept in the dog shelter. Noida is estimated to have 1 lakh 50 thousand stray dogs and Noida Authority has no government dog shelter for them. Noida Authority has hired 4 private dog shelters for this. However, this is also not enough. In Noida alone, 73 thousand 754 cases of dog bites were reported in the last 7 months. Similarly, 48 thousand stray dogs were told in the Dog Census held in Ghaziabad in 2022. Despite this, there is not a single government dog shelter here too.
What is the situation abroad?
How to follow the orders of the Supreme Court in Delhi, Noida, Ghaziabad and Gurugram in the event of dog shelters? Even if the municipal employees catch stray dogs, where will they keep them? People who go on holidays in America and European countries often say that the roads there are clean, and there are no stray animals especially stray dogs. Actually, the problem of stray dogs in America is dealt with at the state and local level. Here, a license has to be taken to keep pets and microchip is installed in them. A person who leaves stray is also fined. In many states of America, laws have been enacted on the sterilization and shelter of stray dogs and that is why seriousness is taken. In the US, regular stray dogs have rabies vaccinations and are investigated.
Even in European countries, stray dogs are taken serious. The problem of stray dogs has been abolished under a special program in the Netherlands. A special program was run here, under which more and more dogs were caught and sterilized. A lot of money is also spent on dog shelters in the Netherlands. These shelters are made like Dog Adoption Center so that people can also raise stray dogs. In Germany too, you will not see stray dogs on the streets. Here pet dogs are registered, microchip is installed in them and they are also insurance. Here a lot of money is spent on dog shelters made for Stray Dogs and common people adopt dogs from these dog shelters. But at the same time, stray dogs are sterilized in Romania. After this, they are kept in the dog shelter for 14 days and when no one takes them, they are killed. As far as India is concerned, there are two solutions to the problem of stray dogs. The first stray dogs should be captured and sterilized and kept in dog shelters. And second- Dog lovers should be motivated to raise stray dogs of desi breed.
