However, this bill did not move forward and could not even reach voting in the House. Actually, it is very difficult to change the Constitution in America. For this, two-thirds majority is required in both the House and the Senate. In the current situation, the Republican Party does not have that much majority.
Apart from this, to implement such a change, the approval of at least 38 out of 50 states is also required. At present, the opposition Democrat Party is in power in many states, hence it is considered very difficult to pass such a proposal.
73 years ago the rule of becoming President twice was made
Earlier in America there was no provision for a person to become President only twice. 22 amendments were made in the Constitution in 1951. Under this, a rule was made that in America a person can become President only twice.
In fact, America’s first President George Washington took retirement after two terms. Since then, it became an informal rule for the President not to serve more than two terms. After this it became a tradition in America.
None of the 31 American presidents broke this practice, but this rule was broken during the era of Franklin D. Roosevelt. He was elected President four times from 1933 to 1945.

Can Trump change the Constitution?
If Trump wants to run for the post of US President for the third time, then he will have to make changes in the US Constitution, which is not so easy. For this, Trump will have to pass a bill with a two-thirds majority in both the US Senate and House of Representatives. Trump’s Republican Party does not have that many members in both the houses.
Trump’s Republican Party has 52 out of 100 senators in the Senate. At the same time, there are 220 out of 435 members in the House of Representatives. This is much less than the two-thirds or 67% majority required for constitutional amendment.
Even if Trump achieves this majority, it will not be so easy for him to amend the Constitution. After the bill is passed by both houses of the US Congress, approval has to be taken from the states for this amendment.
For this, the Constitution can be amended only after the majority of three-fourth states. That means the rules can be changed only if 38 out of 50 American states agree to change the Constitution.

Trump can adopt Putin’s strategy
Trump himself has said many times that he wants to remain in power even after two terms. However, experts say that if Trump does not get a third term, he may adopt other methods to remain in power.
According to Hamilton College professor Philip Klinkner, Trump could become Vice President in 2028 and make JD Vance or someone else the nominal president. Putin did something similar in Russia. Apart from this, he can make any member of his family the President, so that he can maintain control over the government from behind the scenes.
Putin was the President of Russia for two consecutive terms from 2000 to 2008. According to the Constitution of Russia, he could not become President for the third consecutive time.
