This is how the whole matter was revealed
1. Information was not received earlier Hemant Kumar, an advocate in the Punjab and Haryana High Court and an expert in administrative matters, had filed an RTI in the Union Home Ministry on 24 July 2024. Through this information he had sought information as to why it was getting delayed.
In its response written by the Ministry, the information sought is in the form of a question. For this reason, it does not come under the definition of information under Section 2 (f) of the Right to Information Act, 2005.
2. Success for the second time On August 1, another RTI on the same subject was filed by Hemant in the Union Home Ministry, in which instead of seeking information about the delay of 3 years in the batch year allotment of 10 IPS officers of Haryana, he only sought information directly from the IPS officers. Asked for information regarding batch year. On August 14, 2024, Director (Police) and CPIO Sushma Chauhan, posted in the Ministry of Home Affairs, replied to this.
It was told in the reply that according to the IPS (Appointment by Promotion) Regulations, 1955, batch year allotment to the promoted IPS officers is done after receiving the proposal from the concerned state government. Whenever the proposal will be sent by the state government, they will be allotted IPS batch year.

Expert said- investigation should be done for delay Legal expert Hemant said, why is it taking so much time for the Haryana Government to send the desired proposal to the Central Government on this matter? This is definitely a matter of investigation. The first 8 officers among the 10 promoted IPS were appointed to the post of Haryana Police Service (HPS) i.e. DSP after passing HCS and Allied Examination-2003 in January 2004. Whereas 2 Raj Kumar and Rajeev Deswal were promoted from Inspector to become DSP in the year 2006 and 2007 respectively.
