Because it is being said that it is voluntary. On this, senior advocate Singhvi said that this is a pseudo order.

Senior advocate CU Singh, appearing for the petitioner, said, ‘Two more states have issued notifications. A bench of Justices Hrishikesh Roy and SVN Bhatti is hearing the case. CU Singh, appearing for NGO Association of Civil Rights, said, ‘When was this issued?’ Singh read the notification. He said, ‘This has never been done before. There is no statutory support for this. No law gives the police commissioner the right to do this.’ This directive is for every handcart, cart and tea stall. There is no use in giving the names of employees and owners.

Most of the shops are small tea or fruit shops

On Kanwar Yatra, Singhvi said, ‘This court is strict with those who violate the rules, and when people act very cleverly and camouflage it becomes even more strict. Singhvi said violators will be fined, if they do not do it, we are talking about thousands of kilometres, most of them are very small tea shop or fruit shop owners, it is economic death. Bench: Please do not exaggerate the statements, safety, standards and secularism. These are all important aspects.’

In fact, in UP, Chief Minister Yogi Adityanath has issued necessary instructions before the Kanwar Yatra. According to the government, it will be necessary for the owner of every food shop including roadside carts to put up a board with their name. This rule was started in Muzaffarnagar a day earlier. There, the local administration had given instructions to write the names of the owner and operator on the shops falling on the way of Kanwar pilgrims. Now this rule will be applicable in the entire state. Chief Minister Yogi Adityanath held a review meeting with the officers on July 19 and has instructed to write the name of the owner and operator of every shop falling on the way of Kanwar pilgrims in the entire state. The Chief Minister has also ordered action against those selling halal products. Many opposition leaders have asked the UP government to withdraw the order.
