When its video went viral, the police filed an FIR and arrested 5 people. A video of another similar incident that took place in Samastipur on the evening of 23 September went viral on social media. Barring a few months in between, Bihar is in power with the NDA government since November 2005. Despite this, as soon as the government focuses on crime, it starts reminding people of Jungle Raj. According to an election strategist, ‘BJP-JDU takes the help of so-called Jungle Raj to hide its failures. But this time the narrative of Jungle Raj became weak. People directly targeted the government on social media. A statement of CM Samrat Chaudhary also went viral. In such a situation, the parties involved in the government did not understand how to counter such a situation. In this he started giving absurd statements. Because this time the matter was not limited to Patna only, it had reached Delhi. Question-3: How can such heinous incidents be stopped? Answer: This can be stopped in 3 ways. 1. Nitish will have to return to the model of speedy trial. Chief Minister Samrat Chaudhary will have to return to the concept of fast track court as soon as possible. This is a tried and tested formula to improve law and order in Bihar. In 2005, Nitish Kumar had eliminated the so-called Jungle Raj from the state through this model. Understand this in detail… In his interview given a few months ago, former DGP of Bihar Abhyanand had said, ‘If the benefit of speedy trial has been found in crime control earlier, then it can be speeded up even today.’ Not even one-third fast track courts are left. According to PIB’s report dated April 30, 2026, only 54 fast track courts are functioning in Bihar. Of these, 48 hear cases specifically related to the POCSO Act. This figure is less than one-third compared to 2006. However, recently Chief Minister Samrat Chaudhary has announced the opening of 100 new fast track courts. So that the victims in already pending serious criminal cases get justice faster. 2. Bihar Police should adopt the model of UP-Telangana and Kerala. At present, changes have been made in policing in different states of the country regarding the safety of women. The most effective models are C-Team (SHE Teams) of Telangana, Mission Shakti of UP and Pink Patrol of Kerala. If Bihar Police wants, it can adopt the method of Prevention from Telangana, Interrogation from UP and Visible Policing from Kerala. 7 suggestions to Bihar Police… 1. ‘Women and Child Safety Team’ in every district 2. Hotspot policing around schools and colleges. Every police station should identify 10-20 such places in its area where… there should be plainclothes constables at these places. Women police should patrol from time to time. 3. Do not let the women’s help desk remain just a ‘desk’ in every police station. The women’s help desk should be given 3 powers: The victim should know which officer her complaint is with and when the next action will be taken. 4. Link cyber and missing child together. In cases of missing minor, it should be looked into in the initial investigation only. For this, rapid response protocol should be given to the cyber police station of every district along with the local police stations. 5. Separate register of repeat offenders. In cases of molestation, stalking, threatening women and targeting minors, there should be a system of monitoring repeat offenders as per the law. So that if there are complaints against one person in different police stations, they do not remain separate incidents. 6. ‘Safe Reporting’ system in schools. Every school/college should have a trained female nodal officer. So that the child can tell directly that she is in danger from this person. It is not necessary to convert every complaint into an FIR, but assessment of every credible risk and appropriate referral should be necessary. 7. ‘Police Failure Report’ after every serious incident. After a serious crime against a minor, the arrest of the accused should not be reviewed only. A different question should be asked – could this have been prevented before the incident? Investigation should be done… 3. Society and family will have to come forward. Assistant Professor Nidhi Singh of Magadh Mahila College and Advocate Smriti Tiwari of Patna High Court say – This kind of incident is a gender based violence. It is related to sexual violence. When a person is aggressive from within and does not respect the wishes of others, then it comes out as violent behavior. There are many reasons behind this. According to experts, sexual crimes are not just the result of momentary passion or physical hunger, but there is a deep distorted mentality and socio-psychological reasons behind it. 1. OTT and Pornography The digital revolution has made access to adult content extremely easy. Its effect is becoming fatal on the tender minds of the youth. Pornography often bypasses consent and respect. This creates a misconception among youth that violence or coercion is also part of sexual behavior. Many times in OTT platforms and web series, women are shown only as the center of glamor and physical attraction. When women start being seen as objects instead of human beings, sensitivity towards them is lost.
