Before the monsoon session of Parliament and the budget, the central government has called an all-party meeting today. Opposition leader Rahul Gandhi is attending this meeting for the first time. Mamta Banerjee’s party TMC did not attend it. The meeting started at 11 am in the Parliament House.

Trinamool Congress Parliamentary Party leader Derek O’Brien wrote a letter to Parliamentary Affairs Minister Kiren Rijiju informing him that his party will not be able to attend this meeting. Due to the party’s annual program in Kolkata, no representative will be able to attend the meeting.

All-party meetings are called during the monsoon session to run the Parliament smoothly. However, there is always a situation of conflict between the opposition and the government on some issues, so there is chaos in the Parliament and the session is not able to run smoothly.

Every minute of Parliament proceedings cost around Rs 2.5 lakh
About 2.5 lakh rupees are spent on one minute of Parliament proceedings. That is, this amount is 1.5 crore rupees per hour. This expenditure is spent on the salary of MPs, allowances, expenses on the Parliament Secretariat, salaries of the secretariat staff and facilities for MPs. That is, whenever the Parliament is adjourned due to uproar, this loss is incurred by the common people, because they pay lakhs of rupees in the form of tax.

The first budget of the third term of the Modi government
The monsoon session of Parliament is starting from July 22. It will continue till August 12. This is the first budget of Prime Minister Modi after the formation of the government for the third time at the Center after the Lok Sabha elections. Finance Minister Nirmala Sitharaman will present the budget in the House on July 23, after which there will be a discussion in both the houses.

5 issues on which uproar is certain

1. NEET-UG paper leak: CBI has made 12 arrests so far in the NEET-UG paper leak case. Police of 7 states have arrested 45 accused. However, on the orders of the Supreme Court, NTA has declared state, city and center wise results. But the opposition, like the last session, can create a ruckus on this issue this time too.

2. Agniveer (unemployment) : At an event in Mumbai, PM Modi had said that 8 crore people have got employment in the last 4 years. The opposition can corner the government on this data. On the other hand, JDU spokesperson KC Tyagi, an ally of the government, has also demanded a change on Agniveer. However, on July 12, 2024, the government decided to reserve 10 percent seats in the recruitment of Central Armed Police Forces (CAPF) for former Agniveers. At the same time, on July 17, Haryana Chief Minister Naib Singh Saini has announced 10 percent reservation for Agniveers in government jobs in the state.

3. Terrorist attack in Jammu and Kashmir: Since 2021, there have been 22 terrorist incidents in Jammu alone. In these 3 years, 47 soldiers were martyred and 23 civilians died. Since the formation of the government, 7 terrorist attacks have taken place in Rajouri, Doda, Reasi and Kathua of Jammu and Kashmir in June and July. 11 soldiers have also been martyred in these. This will also be a big issue for the opposition.

4. Manipur violence: Rahul Gandhi went on a tour to Manipur after the end of the last session. Rahul is constantly targeting the Prime Minister on the issue of Manipur. Incidents of violence have increased there again. The PM not visiting Manipur and not taking any steps to stop the violence will be the trump card for the opposition to create uproar.

5. Train accidents: The Railways had set a target of installing Kavach on at least 5000 KM routes across the country in the financial year 2022-23, but till June 2024, it has been installed on only 1500 KM track. The recent Kanchenjunga and Dibrugarh train accidents, in which about a dozen people have died, may give the opposition an opportunity to create a ruckus again.
