The BJP government of West Bengal is likely to introduce the Uniform Civil Code (UCC) Bill in the Assembly on Monday. The BJP, in its manifesto before the assembly elections, had promised to implement UCC in West Bengal within six months of forming the government. A new government was formed on 9 May. Under this bill, it is proposed to implement uniform civil law for all citizens in place of religion-based personal laws in matters like marriage, divorce, inheritance, division of property and adoption. Earlier in May, the Uniform Civil Code (UCC) Bill was passed in the Assam Assembly. With this, Assam has become the third such state in the country. Earlier, Uttarakhand and Gujarat have done this. Questions and answers related to UCC… Question: Will UCC apply to all religions? Answer: The objective of the proposed law is to implement uniform civil law for all citizens. However, under the Constitution, Scheduled Tribes may get special exemption. Question: Will religious customs end? Answer: UCC is mainly concerned with civil matters. It is not considered to have a direct impact on matters related to religious worship or faith. Question: Will this law become effective as soon as it is implemented? Answer: The bill will come into force only after it is passed by the Assembly, approved and notified by the Governor. So far UCC bill passed in two states, implemented in one January 2025: Uttarakhand first state to implement UCC UCC bill introduced in the Assembly on 6 February 2024. Passed on 7 February 2024. On 11 March 2024, the President assent to the UCC Bill. The implementation committee submitted the rules to the government on 18 October 2024. The rules received Cabinet approval on January 20, 2025. In this way Uttarakhand became the first state to implement UCC. March 2026: Gujarat becomes the second state to pass the UCC bill. The Uniform Civil Code (UCC) bill was passed in the Gujarat Assembly in March 2026. Gujarat has become the second state in the country to pass the UCC bill. Chief Minister Bhupendra Patel had introduced the Uniform Civil Code Bill in the Assembly. Congress had walked out during voting on the bill in the Assembly. The bill was passed with majority. May 2026: Assam becomes third state to pass UCC bill The Uniform Civil Code (UCC) bill was introduced in the Assam Assembly on May 27. This bill was also passed by the House. According to Chief Minister Himanta Biswa Sarma, Scheduled Tribes (Hills) and Scheduled Tribes (Plains) will remain outside the purview of UCC. Also, ‘traditional religious customs, practices and rituals’ will also be exempted from this. UCC in Goa before independent India UCC was already in force in Goa, but there it was implemented under the Portuguese Civil Code. Uttarakhand is the first state to implement Uniform Civil Code after independence. In 1835, the British government submitted a report which called for uniform legislation throughout the country regarding criminal evidence and contracts. It was also implemented in 1840, but personal laws of Hindus and Muslims were kept separate on the basis of religion. It was from here that the demand for a uniform civil code began. In 1941, the BN Rao Committee was formed, which called for the creation of a uniform civil code for Hindus. After independence, the Hindu Code Bill was first introduced in the Constituent Assembly in 1948. Its objective was to free Hindu women from evil practices like child marriage, Sati and burqa.
