Russian President Putin last visited India on 06 December 2021. Then he came to India only for 4 hours.
Russian President Vladimir Putin will visit India on 4 December for a 2-day visit. This is his first visit to India after the start of Ukraine war in 2022. President Draupadi Murmu will host a state dinner in Putin’s honour.
Putin will participate in the 23rd India-Russia Summit. This is part of the annual meeting between India and Russia. Every year both the countries take turns hosting this meeting. This time it is India’s turn.
Putin will meet PM Modi during the summit. During this time, both the leaders can talk about defense and free trade agreement (FTA) along with crude oil deal.
Due to Russian oil purchase, America has imposed 25% extra tariff on India’s exports, due to which India is facing 50% tariff. America says that this is helping Russia to continue the Ukraine war.

Most focus will be on defense agreement
In this visit of Putin, the biggest focus will be on defense agreement. Russia has already said that it is ready to provide its SU-57 stealth fighter jet to India.
This is Russia’s most advanced fighter aircraft. India is already exploring new options to strengthen its Air Force fleet.
Apart from this, discussions are expected on plans like delivery of the existing S-400 missile system, future cooperation on S-500, the next version of BrahMos missile and joint construction of warships for the navies of both the countries.
There may be talks on creating a new payment system
Energy will also be a big issue during this visit. Russia is selling cheap crude oil to India, but due to pressure from America and European countries, there are difficulties in payment.
During Putin’s visit, both the countries can agree to create a new payment system, so that trade continues without interruption. This may include systems like rupee-ruble trade, digital payments or use of a third country bank.
Along with this, Russia can also give India an opportunity to invest in energy projects in the Arctic region, where Russia is developing the world’s largest oil and gas reserves.

Modi and Putin left together in a car for their bilateral meeting after attending the Shanghai Cooperation Organization summit in Tianjin, China on September 1, 2025.
There may be an agreement on jobs in Russia for Indian workers
India and Russia are also going to discuss space, nuclear energy, science-technology, trade and development of ports. India is running a nuclear power plant in Kudankulam with the help of Russia. There can also be talks about taking this project forward.
Both countries are also talking about a major ‘labor and skills agreement’. After the war in Russia, there has been a shortage of workers in many sectors. Russia wants technical experts, medical staff, engineers and other skilled workers from India to come to work there.
This can also be a big opportunity for India, because it will provide new job opportunities to Indians abroad. Putin’s visit is taking place at a time when tension has increased between the big powers in the world.
On one hand, India is working together with America, Japan and European countries. At the same time, it is also keeping relations strong with its old friend Russia. Therefore, this visit is being considered a major part of India’s balanced foreign policy.
Putin had talked about coming to India 3 months ago
India’s National Security Advisor (NSA) Ajit Doval met Putin in the Kremlin during his visit to Moscow in early August. This meeting was held for bilateral talks on security, economic and energy cooperation.
During this, Indian NSA had said that our relationship is very special and old. We attach great importance to our strategic partnership. We are very happy with the news of President Putin’s visit to India. The dates are almost fixed.

Last came to India in 2021
Putin last visited India on 06 December 2021. Then he came to India only for 4 hours. During this period, 28 agreements were signed between India and Russia. There were military and technical agreements in it.
Both the countries had set a target of annual trade of 30 billion dollars (2 lakh 53 thousand crore rupees) by 2025. This visit is expected to advance the new economic roadmap for 2030 between the two countries.
India and Russia have agreed to double their bilateral trade to more than $100 billion annually. At present there is bilateral trade of about 60 billion dollars between the two countries.
Modi went to Russia twice in 2024
PM Modi visited Russia twice in the year 2024. He went to Russia on 22 October for the BRICS Summit. Earlier in July also, Modi had visited Russia for two days. Then he invited Putin to visit India.

Russia had given the country’s highest honor ‘Order of St. Andrew the Apostle’ to PM Modi in Moscow on July 9, 2024. President Putin himself honored him.
Putin is avoiding traveling to other countries
In March 2023, ICC issued an arrest warrant against Putin. The court held Putin responsible for war crimes on the basis of allegations of kidnapping and deportation of children in Ukraine.
This was the first time that the ICC had issued an arrest warrant against the top leader of a permanent member country of the United Nations Security Council (UNSC). America, Russia, China, Britain and France are permanent members of UNSC.
Since then Putin has avoided traveling to other countries. He did not come to India last year to attend the G20 Summit. He has not even participated in the G20 summit being held in Brazil this year. In his place, Foreign Minister Sergei Lavrov attended both the programs.
