The Moscow Format Consultations met on 7 October 2025 in Moscow.

India has opposed US President Donald Trump’s plan to withdraw Bagram airbase from Afghanistan. Taliban, Pakistan, China and Russia have supported India on this issue.

The statement came after the ‘Moscow Format Consultations’ meeting held in Moscow on Tuesday, which was attended by representatives of India, Afghanistan, Iran, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan.

The Moscow format statement said – No country should try to build its military facilities in Afghanistan or its neighboring countries, as this is not good for regional peace and stability.

Although the statement did not mention Bagram by name, it was a clear message against Trump’s plan. On behalf of India, JP Singh, Deputy Secretary for Afghanistan and Pakistan Affairs in the Ministry of External Affairs, had attended this meeting.

It was also said in the Moscow meeting that Afghanistan should be made an independent, united and peaceful country. All countries talked about increasing cooperation against terrorism and eliminating terrorist threats from Afghanistan.

Taliban Foreign Minister Amir Khan Muttaki participated in the meeting as the Afghan representative for the first time. India also advocated promoting regional connectivity in Afghanistan.

The meeting also discussed cooperation with Afghanistan in areas like trade, investment, health, poverty reduction and disaster management.

Trump had threatened – If Bagram is not given, there will be bad consequences.

Trump recently said that he wants the US-built Bagram airbase back. He said in a press conference with British Prime Minister Keir Starmer on September 18 – We gave it to the Taliban for free, now we will take it back.

Trump also wrote on his social media site Truth Social that if Afghanistan does not hand over Bagram, there will be bad consequences.

However, Taliban has clearly denied this. Taliban spokesperson Zabiullah Mujahid said that we will not give our land to anyone.

Bagram Military Base is spread over approximately 30 square kilometers.

Trump wants to capture the base to monitor China

In 2021, American forces withdrew from Afghanistan. This withdrawal took place during the Joe Biden administration. After this the Taliban captured Bagram Airbase and the government of Kabul.

Trump has criticized Biden’s decision several times. He said he never left Bagram. Trump had said in March 2025 that he wanted to keep Bagram. The reason for this is to monitor China and access the mineral resources of Afghanistan.

Trump has already talked about American occupation at many places. He mentioned areas like the Panama Canal and Greenland. He has had his eye on Bagram for many years.

Why is Bagram Airbase special for America?

Bagram Air Base has been Afghanistan’s largest and most important military base. It is in the center of Afghanistan, from where operations can be easily conducted in the entire country.

After the fall of the Taliban regime in 2001, US and NATO forces made Bagram their biggest base. It was from here that anti-terrorism and military operations were carried out in Afghanistan.

It had a long runway, air traffic control and repair facilities. America’s fighter planes, drones and helicopters used to fly from here. There was also a large detention center in Bagram, where terrorists and suspects were imprisoned.

It was called ‘Bagram Jail’. This base was a symbol of America’s presence in Afghanistan. When the US Army suddenly vacated it in 2021, it was considered a major victory for the Taliban.

Capturing the base will be like attacking Afghanistan again

According to media reports, after Trump’s warning, American officials said that it will not be easy to retake Bagram. For this, more than 10 thousand soldiers will be required.

Advanced air defense systems will also have to be installed. In a way, it would be like attacking Afghanistan again. Security of the airbase will also be a challenge. It has to be protected from terrorist groups like Islamic State and Al Qaeda.
