There was 61.38% voting in the first phase of Jammu and Kashmir Assembly elections and 57.31% voting in the second phase.

In the last and third phase of Jammu and Kashmir assembly elections, voting will be held tomorrow on Tuesday (October 1) on 40 assembly seats in 7 districts. This will include 39.18 lakh voters.

Out of 40 seats in the third phase, 24 are from Jammu division and 16 from Kashmir Valley. According to the Election Commission, 415 candidates are in the fray in the last phase. Of these, there are 387 male and 28 female candidates.

In the third phase, 169 candidates are millionaires and 67 candidates have criminal cases registered against them. BJP candidate from Nagrota, Jammu, Devendra Singh Rana, has the highest assets of Rs 126 crore.

In this phase, Ejaz Ahmed Guru, elder brother of Parliament attack mastermind Afzal Guru, is also in the electoral fray. Ejaz Guru is an independent candidate from Sopore seat.

Khurshid Ahmed Sheikh, brother of Engineer Rashid, is contesting from Langate seat of North Kashmir. Former Deputy Chief Minister Muzaffar Hussain Baig is contesting as an independent candidate from Baramulla.

On September 18, voting took place in 24 assembly seats of the first phase. During this period, 61.38% voting took place. On September 25, 57.31% voting took place in 26 assembly seats of 6 districts.

Voting is highest on 11 seats in Jammu, 33 PDP candidates are in the fray. In the third phase, votes will be cast on maximum 11 seats of Jammu district. Voting will be held on 7 seats of Baramulla, 6-6 of Kupwara and Kathua, 4 of Udhampur and 3-3 of Bandipora and Samba. Maximum 25 candidates are in the fray for Baramulla seat. There is a contest between 3 candidates in Akhnoor, Jammu.

In the last phase, People’s Democratic Party (PDP) is contesting on 33 seats. National Conference, which is contesting the elections in alliance, has fielded candidates on 18 seats while Congress has fielded candidates on 24 seats. BJP has 29 candidates. There are also 155 independent candidates in the fray.

90% of National Conference candidates are millionaires, 6 candidates have zero assets. The Association for Democratic Reforms (ADR) prepared a report based on the affidavits of 415 candidates of Phase 3 of Jammu and Kashmir Assembly elections. According to the report, the average assets of 415 candidates of the second phase is Rs 2.76 crore. Out of 415, 41% i.e. 169 candidates are crorepatis. He has assets worth one crore or more.

22 out of 29 BJP candidates are crorepatis. The average assets of the party’s candidates are Rs 10.57 crore. Whereas 19 out of 24 Congress candidates have assets worth Rs 1 crore or more. BJP’s candidate from Nagrota seat of Jammu, Devendra Singh Rana, has the highest assets of Rs 126 crore and the independent candidate from Sopore, Manzoor Ahmed Kalu, has the least assets of Rs 6,000. Whereas 6 candidates have declared their assets as zero.

Criminal cases registered against 67 candidates, 11 red alert seats According to the ADR report, out of 415 candidates in the second phase, 16% i.e. 67 candidates have criminal cases registered against them. There are 13% i.e. 52 candidates who have serious cases registered against them like murder, kidnapping. There are cases of attempt to murder against 5 candidates.

There are 11 red alert seats out of 40 in the third phase. Red alert seats are those where criminal cases are registered against 3 or more candidates. The 11 red alert seats include Sopore, Baramulla, Sonawari, Samba, Jammu North, Bahu, Jammu East, Gulmarg, Bishnah (SC), Vijaypur, Pattan.

Hot seat of third phase… 1. Kupwara

Kupwara assembly seat is part of Baramulla Lok Sabha constituency. This time a triangular contest is being seen for the seat. National Conference (JKNC) has fielded Nasir Aslam Wani. Jammu and Kashmir People’s Conference (JKPC) has fielded Sajjad Ghani Lone and PDP has fielded Mir Mohammad Fayaz.

In the last assembly elections i.e. 2014, Kupwara assembly seat was won by JKPC candidate Bashir Ahmed Dar. He had secured a total of 24,754 votes. PDP’s Mir Mohammad Faiyaz was at second position, securing a total of 24,603 votes. Mir Saifullah of National Conference has won elections from this seat in 1996, 2002 and 2008. Whereas in 1987, Mushtaq Ahmed Lone of National Conference had won this seat.

2. Langet

Awami Ittihad Party (AIP) Chairman Sheikh Abdul Rashid alias Engineer Rashid started his political journey in 2008 by winning his first assembly election from Langate in North Kashmir. Engineer Rashid, contesting from jail in the Lok Sabha elections, defeated former Chief Minister and National Conference Vice President Omar Abdullah from Baramulla seat.

Langate seat has been a stronghold of the National Conference. But after the victory of Engineer Rashid in 2008, the situation changed a lot. Even in 2014, Rashid won the elections from here. This time Engineer Rashid’s brother Khurshid Ahmed Sheikh is contesting the seat. He is pitted against Irfan Sultan Panditpuri, leader of Jammu and Kashmir People’s Conference (JKPC) and current chairman of District Development Council (DDC) of Kupwara. Irshad Ghani, the joint candidate of National Conference and Congress, is also giving a tough fight. Apart from these, Jammu and Kashmir Workers Party President Mir Junaid, Apni Party’s Munawwar Khawaja and independent candidate Dr. Kaleem Ullah supported by the banned Jamaat-e-Islami are also in the fray.

3. Baramulla

Baramulla is the center of North Kashmir. 25 candidates including 15 independents are in the fray for this seat. However, the main contest is being seen between independent candidates Shoaib Nabi Lone and Muzaffar Hasan Baig. Shoaib Nabi Lone is a prominent face in the politics of North Kashmir. In 2005, he won the election from Sangram Assembly seat while contesting as an independent. Lone’s father was the education minister in the PDP government. He faces a challenge from senior leader and independent candidate Muzaffar Hussain Baig. Baig became the Deputy Chief Minister of Jammu and Kashmir from 2005–2008 in the PDP government. He also won the Lok Sabha elections from Baramulla in 2014. After the removal of Article 370, there were differences with PDP Chief Mehbooba Mufti and she left the party. This time independents are in the fray.

National Conference has given ticket to Javed Hasan Baig. In 2014, Javed Hasan Baig won the Baramulla assembly seat from PDP ticket by 14,418 votes. He defeated Ghulam Hasan Rahi of National Conference by a margin of 7017 votes. In March 2024, Baig joined the National Conference and the party gave him the ticket. Apart from these, PDP’s Muhammad Rafiq Rather, Congress’s Mir Iqbal Ahmed, and independent candidates like Tausif Raina, Nighat Mir and Mir Musaib are also included.

4. Sopore​​​​​​​

Sopore, once famous for its apple orchards, became infamous for rising terrorism in the early 1990s. Separatist leader Syed Ali Geelani was elected from this seat thrice. Sopore seat has been considered the stronghold of separatist leaders. Voting on the seat has also been low due to terrorist activities. Only 19 votes were cast in the 2008 assembly elections. However, in 2014 this figure increased to 30 percent.

Sopore seat is once again in discussion. This time the reason is that Ejaz Ahmed Guru, brother of Parliament attack convict Afzal Guru, is contesting as an independent candidate from Sopore seat. Ejaz Guru has worked in the Animal Husbandry Department and had taken VRS in 2014. Currently working as a contractor. Let us tell you that Afzal Guru was hanged in Tihar Jail on 9 February 2013 for conspiring to attack Parliament in December 2001.

A total of 20 candidates are in the electoral fray in Sopore. Among them, National Conference’s Irshad Rasool Kar, former Congress MLA Abdul Rashid Dar, PDP’s Irfan Ali Lone are prominent faces. Three women candidates including Kashmiri Pandit Aarti Nehru are also in the fray. There will be a friendly contest between National Conference and Congress on Sopore seat. In the 2014 assembly elections, Abdul Rashid Dar of Congress won the Sopore seat by a margin of 2,755 votes. In 2002, he defeated NC’s Abdul Ahad Vakil and PDP’s Ghulam Muhammad Mir.

How different will 2024 Jammu and Kashmir Assembly elections be from 2014?

  • Article 370 was removed on 5 August 2019. Assembly elections are being held here for the first time after Jammu and Kashmir became a Union Territory.
  • The last time elections were held for 87 assembly seats was in 2014, out of which 4 seats were from Ladakh. After becoming a Union Territory, 7 assembly seats increased. Therefore, this time elections are being held on 90 seats.
  • Out of 90 assembly seats in Jammu and Kashmir, 74 are reserved for General, 7 for SC and 9 for ST.
  • Before the removal of Article 370, due to being a special state, the tenure of Jammu and Kashmir government was of 6 years, but now it will be of 5 years only.

Voting is taking place in 3 phases on 90 seats.

Voting is to be held in three phases on 90 assembly seats of Jammu and Kashmir on September 18, September 25 and October 1. The majority figure is 46. The results will be declared on October 8. Actually, assembly elections are being held in Jammu and Kashmir after 10 years. In the 2014 elections, PDP won maximum 28 seats and BJP 25 seats. Both the parties had formed the government together.

87 lakh voters and more than 11 thousand booths in Jammu and Kashmir Assembly According to Chief Election Commissioner Rajiv Kumar, there are 87 lakh 9 thousand voters in Jammu and Kashmir. 11838 polling stations will be created for the assembly elections. An average of 735 voters will cast their votes at each booth. Special arrangements have been made for women and disabled people. And 360 model polling stations will be built.

The last assembly elections were held in 2014 Assembly elections were last held in Jammu and Kashmir in 2014. Then BJP and PDP had formed a coalition government. The government fell after the alliance broke in 2018. After this, there was Governor’s rule in the state (as per the Jammu and Kashmir Constitution at that time) for 6 months. After this President’s rule came into force.

The 2019 Lok Sabha elections were held during the President’s rule, in which the BJP returned to the Center with an overwhelming majority. After this, on August 5, 2019, the BJP government abolished Article 370 and divided the state into two union territories (Jammu-Kashmir and Ladakh). In this way, assembly elections are being held in Jammu and Kashmir after 10 years.

90 seats in Jammu and Kashmir, 7 added in delimitationThere were 87 seats in the 2014 assembly elections in Jammu and Kashmir. Out of which 4 were from Ladakh. After the separation of Ladakh, 83 seats were left. Later, 7 new seats were added after delimitation. Of them, 6 are in Jammu and 1 in Kashmir. Now elections will be held on a total of 90 seats. Of these, 43 are in Jammu and 47 in Kashmir division. 7 seats are reserved for SC (Scheduled Caste) and 9 seats are reserved for ST (Scheduled Tribe).
