Albania AI became the first country in the world with AI, a minister designed to end corruption, will keep an eye on buying government goods and service
Albania has become the first country in the world to have an AI minister. It is not a human being, but a virtual minister made of pixels and code, who works completely according to Artificial Intelligence.
Prime Minister Eddie Rama has recently included Diela in her cabinet a few months after winning the election for the fourth time. Diela has been given the responsibility of stopping corruption in government funding projects and public tenders.

Diella has helped 1 million people
In Albanian language, the name Diela means ‘incense’ or ‘sun’. Diela has also worked in Albania before this. She was an AI-based virtual assistant who helped citizens to get government documents. That is, Albanian citizens are already familiar with Diela.
Rama claims that Diella helped over one million people on the e-Albania platform. But now he intends that Diella should be taken beyond a simple chatbot and made an important part of government work.

Diela was first launched on 19 January 2025. He was introduced as a virtual assistant in Albania’s digital service platform E-Albania.
Government data will not leak Diella Rama says that big developed economies are still stuck on old methods, while Albania can take a jump through this initiative. Rama said that his aim is to make Albania a country that is completely corruption free.
Creating a minister is a symbolic step because according to the Constitution of Albania, it is necessary for a person to be adult and competent to become a minister. But still, many benefits of choosing AI instead of a human being are being told. Diella will never leak government secrets, nor will it be caught in corruption or expenses scams. He only needs electricity.
Earlier in June, Rama had said that one day Albania may have a digital minister or even AI Prime Minister. Then very few people must have thought that it would become a reality so soon.

Opposition party called AI minister unconstitutional

Financial services company Balkan Capital founder Anida Bajrakari Bija said that PM Eddie Rama often offers reforms with dramaticness, so people can consider it to be pretending. But if it is really converted into a system that increases transparency and establish confidence, then it can prove useful.
Anti-corruption experts also believe that AI can benefit. Dr. Andy Hokeshaj of King’s College London says that if AI is programmed properly, it can easily tell whether the company fulfilled the claims made by the company.
Hoxhaj believes that Albania has a major reason for dealing with corruption, as this is the most important condition in the process of joining the European Union.
Albania is trying to join the European Union
