The Ministry of Road Transport and Highways has issued new rules for cab aggregator companies by making changes in the ‘Motor Vehicle Aggregator Guidelines 2025’. Its purpose is to increase the safety of passengers. Especially for female passengers, there will be facility to choose female driver.

According to the new rule, all cab aggregators will be required to include the feature of selecting gender in their app. The rules state that the app should have such a facility that passengers can travel with a driver of their own gender, if available. However, this option will depend on availability.

On the government’s decision, industry experts say that it may be challenging to implement. Officials associated with cab aggregator platforms said that at present the share of women among the total cab drivers in the entire country is less than 5%. In such a situation, the option of choosing a driver of the same gender does not seem practical.

This will affect the nature of on-demand service. The shortage of female drivers may result in longer waiting times during booking, especially late at night when demand is higher and drivers are less available. Uber, Ola and Rapido declined to comment.

Driver will get 100% of tip money

The government has also made the rules of tipping transparent. Now passengers will be able to tip the driver as per their wish, but there will be some conditions for this.

  • Option only after travel: The option to give a tip will be available only after the trip is completed. Tip option will not be given on the app at the time of booking or during the journey.
  • No deduction in tip: Whatever tip the passenger gives, the entire amount will go to the driver’s account. Cab companies will not be able to deduct their commission from this.
  • No confusing method: Companies will not be able to use any kind of ‘manipulative’ or misleading method for tipping, which is against the Consumer Protection Act.

Short journeys will be cheaper, no charge for dead mileage

Dynamic pricing has also been curbed in the new guidelines. Companies will be able to charge 50% less than the base fare, but ‘surge pricing’ during peak hours cannot be more than double the base fare. That means if the rent from your home to office is Rs 50, then you will not be able to charge more than Rs 100 during peak hours.

Additionally, passengers will not be charged ‘dead mileage’ (the cost of reaching the driver’s pickup point). Limited charge can be taken only if the distance is less than 3 kilometers. If the rules are violated, the licenses of the companies may also be cancelled.
