New guidelines have been issued for non-scheduled aircraft and helicopter operators carrying VIPs and VVIPs (like Chief Minister, Governor etc.). DGCA has clearly said that no pressure should be put on the flight crew, so that security is not compromised.

According to DGCA, last minute changes in the name of VIP needs should not be made directly by the crew, but only through the operators management. Weather related rules will have to be followed. The crew’s decision has to be respected.

In the new guidelines, care has been taken that pilots do not become victims of fatigue due to VIP movement. Now if a leader applies pressure, the pilot can simply refuse and the accountability will be on the ‘management’ and not on the individual pilot.

In fact, on January 28, 5 people including Ajit Pawar died in a plane crash at Baramati Airport. After which DGCA has changed the rules regarding VIP movements.

Zero FIR registered in Bengaluru in Ajit Pawar plane crash

Zero FIR has been registered in Bengaluru in the case of death of Deputy CM Ajit Pawar in the plane crash in Baramati, Maharashtra. The FIR has been registered on the complaint of his nephew and NCP (SP) MLA Rohit Pawar. He has described the accident as a criminal conspiracy. He has made 5 main allegations in the FIR.

Rohit said he contacted Mumbai’s Marine Drive police station, Baramati police and Maharashtra CID, but no FIR was registered anywhere. After this, he lodged an FIR against Zero in Bengaluru on 23 March.

If an FIR for that crime is registered in any police station of the country except the one where the crime has taken place, then it is called Zero FIR. It is then transferred to the concerned police station. Karnataka Police has registered a case and transferred it to Maharashtra Police.

Rohit made 5 allegations in the FIR…

  • The official log records the aircraft’s run time as 4,915 flight hours, while the aircraft claims to have flown more than 8,000 hours.
  • Despite low visibility, the aircraft was allowed to land under visual flight rules.
  • The crew was changed at the last moment and pilot Sumit Kapoor was included.
  • Shortly before the accident, VSR Ventures had taken a life insurance policy in the name of pilot Sumit Kapoor.
  • Pilot Sumit Kapoor has earlier been suspended in liquor related cases.

Claim: Ajit’s plane hits trees before crash landing

The Aircraft Accident Investigation Bureau (AAIB) had released a 22-page primary report on the Baramati plane crash. Citing CCTV footage from a village near the crash site, AAIB said that before the accident, the plane turned to the right, hit trees and then the ground. Due to this it caught fire and the entire cockpit and cabin were burnt.

No irregularities were found in post-flight check

The AAIB report also states that the plane returned to Mumbai after completing a flight on January 27. After post-flight check, the technician did not find anything wrong with it.

In fact, on January 26, VSR Ventures’ aircraft VT-SSK had operated a charter flight for the Mumbai-Surat-Mumbai sector. It returned to Mumbai at 12.20 am on 27 January.

The next day i.e. on January 28, the same aircraft was given take off clearance at around 8.09 am. Following Pune ATC, the plane came in contact with Baramati Tower at 8.19 am. Later the controller told the pilots that visibility was 3 kilometers.

However, the aircraft continued the approach and later performed a go-around. During the second approach the aircraft reported field in sight. Later Baramati Tower gave landing clearance for Runway 11.

Learjet 45 jet of VSR Ventures, headquartered in Delhi

VSR Ventures Private Limited is a non-scheduled air operator company based in New Delhi. This company deals in private jet chartering, medical evacuation (air ambulance) and aviation consultancy. The Learjet 45XR aircraft that met with the accident in Baramati was manufactured in the 1990s under the ‘super-light’ business category. It is known for luxury and high-speed corporate flights.
