UGC Equity Rules: How Can Students File Complaints And What Actions Will Be Taken?

In 2026, the UGC unveiled the Promotion of Equity in Higher Education Institutions Regulations to address caste-based discrimination, primarily safeguarding SC, ST, and OBC students and staff. These regulations empower students to report caste-based discrimination in colleges. However, upper-caste students are protesting these rules, fearing their concerns will be neglected and decisions biased.

Let’s explore how SC, ST, and OBC students can file complaints under the new UGC regulations.

Filing a Complaint:

As per the new rules, every college/university must offer the following facilities:

1. Online Portal: Register complaints from home via the Grievance or Equal Opportunity Center (EOC) section on the college website.

2. 24×7 Equity Helpline: A special helpline number available around the clock for immediate assistance.

3. Email: Submit a formal email to the EOC, providing a written record.

4. Offline/Written: Deliver a written complaint directly to the EOC by visiting the college.

For those preferring anonymity, the college will keep their identity confidential upon request.

Post-Complaint Procedure:

Upon receiving a complaint from an SC, ST, or OBC student or staff, the Equity Committee within the EOC is activated. The committee, comprising representatives of SC, ST, OBC, women, and persons with disabilities, ensures fair decisions. It investigates and reports to the college head (principal/vice-chancellor). In serious cases of legal violations, the college may need to file an FIR with the police immediately.

If dissatisfied with the committee’s decision, an appeal can be made to the Ombudsperson within 30 days for a re-investigation to ensure justice.
