A seven-member committee, headed by former ISRO (Indian Space Research Organisation) head Dr K Radhakrishnan, has made some key recommendations to stop the paper leaks. According to reports, these recommendations include holding entrance exams online wherever possible and using a hybrid model. In this hybrid model, the question papers will be transmitted digitally but written on paper. If required, a multi-stage exam will be conducted for medical aspirants. The choice of subjects would be rationalised under the Central University Entrance Test (CUET). In addition to that, the committee has also advised on staffing the National Testing Agency with more permanent personnel to manage these changes effectively.
The committee was assigned to suggest reforms to strengthen data security protocols. It was also tasked to improve the examination process and review the structure and operations of the NTA (National Testing Agency). According to the reports, it submitted its report to the Education Ministry recently. The seven-member committee was set up after the recent National Eligibility Cum Entrance Test paper leak. Despite the nationwide furor over this issue, the Education Minister of India Shri Dharmendra Pradhan said that “the NEET paper leak affected only a limited number of students. He had rejected the demands of reexamination. The NEET-UG paper leak reportedly occurred when the question paper, after reaching an exam centre in Hazaribagh, Jharkhand, was accessed illegally. According to the reports, it was then handed over to individuals who solved it.
The seven-member committee has not limited its recommendations to reforms for NEET. It has also proposed long-term measures to secure all entrance tests conducted by the Centre. On the whole, it is understood that the panel has voiced for greater government control over exam administration. This would comprise increasing the number of its examination centres instead of outsourcing the conduct of exams to service providers. It would also include employing more permanent staff for the NTA which relies heavily on contractual personnel. NTA is an organisation tasked with conducting entrance exams for higher educational institutes.
The NTA faced criticism after it awarded grace marks to 1,563 candidates in the NEET exam due to delays at seven examination centres.
