On April 17, the 131st amendment bill of the Constitution was defeated in the Lok Sabha by 54 votes.
Top strategists of BJP are engaged in ‘Mission 360’ to change the political picture. Only after the setback in the Lok Sabha on the bill related to women’s reservation and delimitation on April 17, the BJP had intensified its strategy to garner two-thirds majority in the Parliament.
The party’s focus is not limited to this bill but to achieve the ‘super majority’ required for major constitutional changes like ‘one country, one election’ and judicial reforms.
For this, BJP is keeping an eye on options like split in opposition parties, adding new allies and if necessary, absence of opposition at the time of voting. The target is to complete it by the monsoon session of Parliament.

6 MPs from Uddhav faction join Shinde’s Shiv Sena
Recently, this speculation has gained further strength after 20 TMC MPs separated to support NDA and 6 Shiv Sena (Uddhav) MPs joined Shinde’s faction. However, despite this manipulation, 41 more MPs are needed for a two-thirds majority.
For this, BJP is now eyeing parties like SP, DMK, NCP (Sharad). A senior Maharashtra BJP leader claimed that out of Sharad Pawar’s 8 MPs, apart from his daughter Supriya Sule, the remaining 7 are with the BJP. However, the government is talking to all parties regarding the bills.
Central government’s focus – 61 opposition MPs remained absent from voting
- First option: 41 more MPs will have to be collected
- 41 opposition MPs should join the NDA through break, merger or support or form a separate faction and support the government.
- Second option: Opposition MPs remain absent
- By doing this the effective number of members in Parliament will reduce. Then the two-thirds figure will come to 319. For this, SP (37), DMK (22), NCP-Sharad (8) and TMC (8) i.e. 61 out of total 75 MPs will have to be absent.
- 7 independent and 10 MPs from small parties are also under surveillance. If necessary, efforts may be made to keep some MPs of Congress (98) also absent.
4 big targets of Mission 362
1. Delimitation: Uniform 50% increase in Lok Sabha seats in all states. With this the total number of the House can reach around 850. 2. Women Reservation: After delimitation, implement women’s reservation on one-third of the Lok Sabha and Assembly seats from the 2029 elections. 3. One country-one election: Paving the way for constitutional changes to hold simultaneous Lok Sabha and Assembly elections. 4. Judicial/Constitutional Reforms: Reforms, including UCC, that may require future constitutional amendments or broad consensus.

- Two-thirds majority is required for constitutional amendment – be it women’s reservation, delimitation or any other bill. According to the Constitution, delimitation is to be done in 2026. For this, the government has already built a Parliament building with a seating capacity of 888 Lok Sabha and 384 Rajya Sabha MPs.
- If delimitation is not done, the Constitution will have to be amended to take it forward. Doing this will show failure of the government. The prescription of women’s reservation was devised so that delimitation is done and there is no opposition.
- Lok Sabha seats will increase by giving one-third reservation to women. Under its cover, delimitation will also get legal recognition. One country, one election may also require a two-thirds majority.
