Tamil Nadu Chief Minister and DMK president MK Stalin on Saturday alleged that the Union government’s recently introduced Foreign Contribution (Regulation) Amendment (FCRA) Bill, 2026, unfairly targets Christian institutions and minority-run charitable organisations across the country.
Addressing reporters, Stalin said the proposed amendment would have a direct impact on minority groups, particularly Christian charitable organisations. Condemning the move, he called for the bill to be withdrawn and said he had written a detailed letter to the Prime Minister on behalf of the Tamil Nadu government.
Stalin warned that the amendment could allow authorities to cancel registrations and seize assets of organisations even for minor lapses, such as delays in submitting certificates. He pointed out that several of these organisations run hospitals, schools and hostels that serve the public, and that institutions funded through both foreign and domestic contributions could also face action.
DMK Rajya Sabha MP P Wilson also criticised the proposed law, saying its introduction during the Easter period had caused concern among Christians across the country.
He argued that the Centre had not demonstrated any national security justification for targeting minority properties and accused it of singling out Christian missionaries, NGOs and churches. Wilson termed the retrospective divesting of properties as draconian.
He further alleged that since 2014 the BJP-led government had reduced funding to Christian missions and churches and cancelled licences of more than 20,000 charitable institutions.
According to Wilson, this included 2,500 Christian institutions in 2020, and followed earlier actions against Muslim Waqf properties. He added that, unlike land acquisition laws, the amendment allows immediate confiscation of key assets such as schools, colleges, hospitals and orphanages, which he said would affect services used by poorer communities.
The FCRA Amendment Bill was introduced in the Lok Sabha on March 25 by Union Minister of State for Home Affairs Nityanand Rai. The Union government has said the proposed changes are intended to improve transparency in the use of foreign funds and prevent misuse that could affect national security.
