The Ministry of Road Transport has developed a new system for identification and tracking of electric vehicle (EV) batteries. The government has proposed that every EV battery in the country will have its own unique identification number. Which will be called ‘Battery Pack Aadhaar Number’ (BPAN).
This number will be of 21 digits, so that complete information from the manufacturing of the battery till its destruction or recycling can be obtained at a single click.
21 digit unique number will be mandatory on the battery
According to the draft guidelines released by the ministry, it will be mandatory for battery manufacturing companies and importers to assign a 21-character BPAN to every battery pack.
This rule will apply not only to the batteries sold in the market, but also to the batteries made for the companies’ own use.
The number will be placed on the battery in a place where it cannot be erased.
- According to the guidelines, BPAN should be installed on the battery pack at a place which is easily visible.
- Companies have to ensure that the location of the number is such that it cannot be corrupted or deleted.
- Apart from this, companies will also have to upload real-time battery data on the official portal of BPAN.

You will get a new BPAN number after recycling
The biggest feature of this system is that it will monitor the entire life cycle of the battery. In this, information about mining, manufacturing, use and finally recycling of raw materials will be stored.
If a battery is recycled or repurposed, it will be issued a new BPAN number. This will maintain transparency between the old and new batteries.
Rules on industrial batteries above 2kWh also
80% to 90% of the total demand for lithium-ion batteries in India comes from the EV sector. Therefore, the government has decided to give priority to EV batteries in the initial phase.
However, it has also been suggested in the guidelines that this rule should also be applied to industrial batteries with capacity more than 2 kWh.
AIS committee will decide standards
The Automotive Industry Standard (AIS) route will be followed to implement the BPAN framework. A committee will be formed for this. Which will include representatives of battery manufacturers, car companies, recyclers and government agencies. This committee will work on technical details and uniform implementation of rules.
What is the second life of the battery?
When the battery of an EV reaches 70-80% capacity, the car is no longer capable of driving. But it can be used to store inverter or solar power in homes. BPAN will reveal which battery can now be removed from the car and used for other purposes.
