Additional chief secretary to the Uttar Pradesh chief minister, Shashi Prakash Goyal, was appointed as the state’s chief secretary on Thursday evening. The 1989 batch IAS officer has worked closely with chief minister Yogi adityanath since his first days in office.
Goyal was appointed as the principal secretary to CM Yogi in May 2017, immediately after the BJP came to power in the state. Since then, he has had an unbroken stint in the CM office and was later promoted to additional chief secretary.
Outgoing chief secretary Manoj Kumar Singh handed over charge to Goyal on Thursday evening. The Yogi government had written to the Centre for a 1-year extension for Singh, but that failed to materialise. Singh was a trusted aide of CM Yogi and held charge of multiple departments, like Industrial Development Commissioner, UPEIDA, UPSHA, etc, apart from being the chief secretary.
Sources say that he could soon be appointed to an important commission or corporation.
On assuming charge, Goyal said, “I am grateful to the chief minister for appointing me the chief secretary of India’s largest state, Uttar Pradesh. The priorities set by the chief minister, namely zero tolerance for crime and corruption, will be my guiding principles. I will try to bring speed and efficiency in the delivery of governance.”
Following the chief secretary’s appointment, a top-level bureaucratic rejig is expected shortly, as Manoj Kumar Singh held multiple charges, such as industrial development commissioner, chairman, Picup, CEO, UPEIDA, UPSHA, and project director UPDASP, which might be delegated to other officers.
Principal secretary to CM and home, Sanjay Prasad, who is considered a powerful officer in the government, may be entrusted with more work, and his clout is set to increase.
Principal secretary, finance, Deepak Kumar, who was also seen as a frontrunner for the chief secretary’s post and enjoys the confidence of the CM, is likely to be given some important task.
With a new director general of police (DGP), Rajiv Krishna, appointed just weeks back, the frontline bureaucratic leadership of the UP government will have a fresh new look as it heads towards elections in 2027.
