Parliamentary Affairs Minister Kiren Rijiju had called a meeting on Sunday, in which leaders of many parties including Defense Minister Rajnath Singh, Congress leader Jairam Ramesh, Gaurav Gogoi, T Shiva, Harsimrat Kaur Badal attended.

The third session (Winter Session) of the 18th Lok Sabha will begin from Monday. Which will run till 20th December. There will be 19 meetings during this period. The government has prepared a list of 16 bills including the Waqf Amendment Bill for approval from Parliament. According to the Lok Sabha bulletin, 8 bills are pending in the Lok Sabha and 2 in the Rajya Sabha.

On Sunday, an all-party meeting was held under the chairmanship of Defense Minister Rajnath Singh. A total of 42 leaders from 30 parties were present in it. Opposition leaders, including Congress, demanded a debate on the Adani case on the first day in the Lok Sabha.

The US New York Federal Court has accused Gautam Adani of offering bribes worth about Rs 2,200 crore to Indian officials to get solar energy contracts. Rahul Gandhi has demanded JPC on this matter.

Congress leader Pramod Tiwari said in the meeting – His party has also proposed discussion in Parliament on Manipur violence, pollution, rail accidents. However, Parliamentary Affairs Minister Kiren Rijiju said – the Business Advisory Committee will decide on the issues under discussion. The opposition should allow the proceedings of the House to proceed smoothly.

Before the commencement of the session proceedings, Lok Sabha Speaker Om Birla will administer the oath to the two new MPs who won the by-elections from Kerala and Nanded seats.

A total of 16 bills will be presented in the session, 11 will be discussed, 5 will be presented for approval.

JPC members on Waqf bill asked for more time

The Joint Committee on the Waqf Amendment Bill is expected to present its report in Parliament on November 29, but only if it adheres to the deadline given in the monsoon session. The JPC has to submit its report on the last day of the first week of the session. However, opposition members have sought extension of time for the panel to submit its report.

On this, Parliamentary Affairs Minister Kiren Rijiju says that there is a provision to extend the tenure of JPC, but there has been no discussion on it yet. This should be discussed in the Business Advisory Committee.

JPC has held 25 meetings since August 22. Suggestions have been taken from 123 stakeholders, which include 6 ministries, 8 Waqf boards and 4 minority commissions.

The Waqf Act, 1995 was enacted to regulate Waqf properties, but it has been accused of corruption and encroachment. The Waqf (Amendment) Bill, 2024 aims to bring about reforms, digitization, audit, transparency and create a legal mechanism to take back illegally occupied properties.

An event will be held in the old Parliament on Constitution Day

On the second day of the session i.e. 26th November (Constitution Day), a special program will be held in the Central Hall of the Constituent Assembly (Old Parliament) on the 75th anniversary of the adoption of the Constitution. From September 19, 2023, the entire functioning of the Parliament will be carried out from the new Parliament. The Constituent Assembly adopted the Constitution on 26 November 1949. The Constitution came into force on January 26, 1950.

A coin and postage stamp will be issued to mark the 75th anniversary. Besides, copies of the Constitution in Sanskrit and Maithili will also be released. Apart from this, two books – “Making of the Constitution: A Glimpse” and “Making of the Constitution and its glorious journey” will also be released.

Three members of Gandhi family in Parliament for the first time

After Priyanka Gandhi’s victory in Kerala’s Wayanad Lok Sabha by-election, Congress once again has 99 MPs in the Lok Sabha. Wayanad seat was vacated by Rahul Gandhi, while Nanded seat fell vacant due to the death of Congress MP Basantrao Chavan. By-elections have been held recently and both the seats have returned to the Congress.

12 bills were introduced in the monsoon session, only 4 could be passed. The first monsoon session of the 18th Lok Sabha ran from 22 July to 9 August. A total of 15 meetings were held in the entire session, which lasted for approximately 115 hours. The productivity of the House during the session was 136%. In the same session, Finance Minister Nirmala Sitharaman presented the budget for 2024-2025 on July 23. The discussion lasted for a total of 27 hours and 19 minutes, in which 181 members participated.
