As Uttar Pradesh heads towards the 2027 Assembly elections, the Bharatiya Janata Party (BJP) is working on a strategy to counter Samajwadi Party chief Akhilesh Yadav’s high-voltage PDA (Pichhda, Dalit, Alpsankhyak) outreach. Determined to prevent the election narrative from being dominated by caste equations, the BJP’s top strategists are looking to shift the focus to governance, development, law and order, and grassroots mobilisation.
At the heart of the BJP’s strategy is an aggressive ‘Then vs Now’ campaign. According to sources, the party plans to bring the Samajwadi Party’s previous tenures back into the spotlight, reminding voters of controversies and flashpoints associated with its rule. These include the 1995 Guest House incident, the 2013 Muzaffarnagar riots, allegations of rampant illegal mining, and the alleged political patronage enjoyed by regional mafia networks.
The objective is to draw a sharp contrast between the pre-2017 period and Chief Minister Yogi Adityanath’s tenure, with particular emphasis on the BJP government’s ‘zero tolerance’ policy towards crime. Safer streets, stricter law enforcement and improved electricity supply are expected to feature prominently in this campaign, with women, young professionals and first-time voters emerging as key target groups.
To take this narrative to the grassroots, the BJP is preparing a large-scale regional mobilisation campaign across all six organisational divisions of Uttar Pradesh — Western UP, Braj, Rohilkhand, Awadh, Bundelkhand and Purvanchal. Through mega rallies and regional outreach programmes, the party plans to showcase the combined achievements of the Narendra Modi and Yogi Adityanath governments.
The campaign is expected to place considerable emphasis on flagship welfare schemes, expanding expressway networks, new international airports, infrastructure development and industrial investments in the state.
The BJP believes that broad-based welfare delivery will be its strongest counter to the SP’s social engineering strategy. Rather than getting drawn into a debate centred on caste-based demands and quota politics, the party intends to consolidate wider voter groups, including farmers, youth, women and beneficiaries of government welfare schemes across backward and Dalit communities. Minority outreach, meanwhile, is likely to remain a separate political challenge.
To strengthen its rural and agrarian support base, the BJP plans to highlight transparent government recruitment, timely sugarcane payments, agricultural support and direct benefit transfers under the PM-KISAN scheme. Employment opportunities and welfare delivery are expected to form an important part of its pitch to young voters and farmers.

Party machinery is being reinforced through booth-level micro-management, reactivated panna-pramukh networks, and improved coordination among local leaders.
However, mega rallies and high-decibel campaigns are only one part of the BJP’s electoral blueprint. On the ground, the party is also looking to strengthen its booth-level machinery. Its panna-pramukh network and local booth committees are being reactivated to intensify voter outreach, monitor constituency-level feedback and ensure regular contact with voters.
At the same time, the state leadership is expected to focus on resolving internal differences and ensuring better coordination among MPs, MLAs, ministers and grassroots workers. Preventing factionalism and keeping the organisational machinery united will be crucial to the party’s preparations.
The larger electoral battle in Uttar Pradesh is shaping up as a clash between two competing narratives. While Akhilesh Yadav is seeking to consolidate a broad social coalition through the PDA plank, the BJP is betting on governance, infrastructure, welfare delivery and law and order to retain its political advantage ahead of the 2027 Assembly polls.
