America has imposed many types of sanctions on Iran. Due to the American blockade in the sea, it is difficult for it to import military goods from other countries. Despite this, Iran continued supplying weapons.

According to an investigative report by Reuters, Iran created a network of more than 5000 fake government agencies. Through these, missile parts, explosives, rocket fuel chemicals and heavy trucks were purchased from China, Russia and other countries.

Iran bought military goods by selling oil

Between January 2025 and June 2026, goods worth about Rs 2 lakh crore were purchased through this network. This entire network is connected to Iran’s Defense Ministry and Islamic Revolutionary Guard Corps (IRGC).

Through this network, Iran used to buy military goods with the money received from selling oil. For this, help of middlemen and fake companies formed abroad was taken. The investigation report revealed that this method was being used since 2016.

The secret of the network was hidden in the names of agencies

Reuters investigated this network in collaboration with Israel-US risk consultancy ‘240 Analytics’. It was revealed that the names of these agencies started with MOD and were followed by 5 or 6 digit numbers.

In their documents, the address of Iran’s Defense Ministry in Tehran and the date of creation was 11 February 1979. On this day, Ayatollah Khomeini took power in Iran.

However, according to records, most of the agencies were created in 2013. At that time Iran’s oil business was being affected by American sanctions.

These agencies took the help of middlemen and fake companies abroad to hide their identity. These are called trustees. These people used to buy military goods with the money received from selling oil.

Of the deals examined by Reuters, 97% of purchases were made without sending money directly. That means there was no need to transfer money from one country to another. This made it easier to escape the attention of the international banking system.

Clue found from leaked bank documents

This network was discovered in June 2025 by Noam Binstock, an economist at ‘240 Analytics’. He was investigating the leaked documents of Bank Sepah. This bank also pays salaries to IRGC employees. These documents were revealed on Telegram and WikiIran website.

According to these documents, at the end of December 2024, 36 agencies had foreign exchange worth about $ 1.2 billion. The remaining agencies had Iranian currency equivalent to about $1.8 billion.

Investigation revealed that these agencies were earning money from oil and were purchasing goods from it which could also be used in making weapons.

Each agency had a unique 11-digit identification number. The same number was also mentioned in shipping documents, bills and bank accounts. This made it possible to trace the entire network hidden behind the fake companies.

What did these secret agencies buy?

  • An agency named MOD 346428 purchased goods worth $2.3 billion between January 2025 and June 2026. This included rocket fuel making chemicals, explosives and weapons parts.
  • Between January and April 2025, it imported 886 tonnes of chemicals like sodium chlorate and perchlorate from China. They are used in making solid fuel rockets.
  • According to Reuters, sodium perchlorate was also the cause of the explosion at Shahid Razai port on 26 April 2025. This chemical exploded due to fire in the containers. 70 people died and more than 1,200 were injured in the accident.
  • At the same time, an agency also purchased 435 Iveco trucks, which can be converted into mobile missile launchers.

Purchasing continued even after the war started

According to a Reuters investigation, goods continued to reach Iran even after the war started on February 28.

During the war, Iran’s monthly imports dropped 47% to $54 million in March, but increased again to $77 million in May.

Detonators worth $76 lakh arrived in five consignments from Russia. The last consignment arrived in June. Goods worth $27 million also arrived from the UAE, the latest shipment of which arrived a few days after the US blockade was eased in June.

Iran also purchased computer-operated lathe machines and electron beam furnaces. These can be used in making structures of missiles and drones.
