Russian President Vladimir Putin has agreed to resume trilateral negotiations with the United States and Ukraine on ending the war in Ukraine, according to a Kremlin official on Wednesday.
Putin agreed “in principle” to resume the talks after November 10, Putin’s foreign affairs adviser Yuri Ushakov told reporters following a meeting in St. Petersburg between Putin and US President Donald Trump’s envoy Steve Witkoff. He said the talks will focus on “building a security system for Russia and Ukraine after the conflict ends”.
Ushakov further said Witkoff had briefed Putin about his talks in Oslo on Tuesday, where the former met Ukrainian President Volodymyr Zelenskyy, the Norwegian prime minister and the Finnish president. The meeting took place as US President Donald Trump is pushing Ukraine to make a deal that stops the fighting.
Notably, trilateral talks between the US, Russia and Ukraine have not taken place since February as disagreements remained, with both sides escalating attacks on the other country’s energy infrastructure. Witkoff’s meetings with leaders have brought new momentum to Trump’s peace efforts.
Putin’s Meeting With Witkoff
The meeting between Putin and the American envoy lasted three hours, during which they discussed the implementation of a diesel-supply deal signed between Putin and Trump on October 9, according to the Kremlin. There was also discussion of the Iran crisis.
“Vladimir Putin emphasised that the potential for diplomacy is far from exhausted and that it is both possible and necessary to reach agreements with Tehran, which is our strategic partner,” Ushakov said.
Witkoff also thanked Putin for lifting Russia’s ban on diesel exports, which angered some US lawmakers, adding that it would help reduce prices for American farmers and truckers. He had earlier said there is “some degree of momentum” in peace talks.
The US envoy planned to return to Oslo for more consultations after his trip to Russia, Norwegian Prime Minister Jonas Gahr Støre said. “I think we may have entered a phase now where the Russians are also looking for opportunities for diplomacy,” he said.
Trump announced a deal with Russia to ease restrictions on Moscow’s diesel exportsmarking an extraordinary turnaround in Washington’s policy in the war amid soaring energy prices ahead of the US midterm elections in November. He also angrily lashed out at Zelenskyy over Ukrainian long-range attacks on Russian energy infrastructure, saying they were contributing to rising fuel prices and suggesting he should be replaced as president.
Trump-Xi-Putin Summit Likely
Meanwhile, Ushakov also said a trilateral meeting between Putin, Trump and Chinese President Xi Jinping is “being prepared” and the aim was to include the meeting in the APEC Summit in Shenzhen next month.
Putin was the first to suggest a summit with Trump and Xi to negotiate an end to the four-year-old Ukraine conflict that would favour Moscow, according to the Wall Street Journal. Kremlin spokesman Dmitry Peskov confirmed that discussions were taking place over a potential meeting.
“There is no clear understanding yet regarding the meeting itself or its potential agenda, although all three parties acknowledge the hypothetical possibility of such a meeting taking place,” he told WSJ. However, Trump has not publicly confirmed the summit.
