Europe, which is pressurizing India to buy oil from Russia, is itself buying oil and gas from it on a large scale. From 2022 till now, European countries have purchased fuel worth about Rs 30 lakh crore from Russia.
On the other hand, the European Union had imposed sanctions in July 2025 on the Gujarat-based Nayara Energy refinery, in which Russian oil company Rosneft has a stake.
Even in the first nine months of 2026, purchases worth about Rs 2.03 lakh crore were made. According to Russia, the supply of oil and gas to Europe continues through the routes through which it is allowed to buy Russian energy.
Fuel discount rules differ from Russia
The situation is not the same in all the countries of Europe.
- Hungary and Slovakia have special exemption to buy oil from Russia through pipeline.
- Many European companies already have several energy agreements with Russia.
- America has also given temporary exemption to buy Russian fuel under certain circumstances.
At the same time, the US administration has imposed additional import duty on India’s purchase of oil from Russia. In such a situation, the question arises that why the rules of pressure on India and the relaxation given to European countries are different.

Ursula von der Leyen said on 23 September 2025 that Europe wants to stop buying oil from Russia by the end of the year.
Bhaskar Analysis: Europe fears inflation due to stoppage of purchases
Oil and gas may become expensive
After the start of the Ukraine war, gas and electricity prices had increased in Europe. The report claims an increase in gas prices by 46% and electricity prices by 21%. Prices may increase again if supply from Russia stops completely. Due to this, there is a fear of increasing the bills of common people and the costs of companies.
Gas purchases from Russia also increased in 2026
According to data from the European Union’s energy regulatory agency, between January and May 2026, Europe’s purchases of gas coming via pipeline from Russia increased by 7% compared to the same period last year. Purchase of Liquefied Natural Gas (LNG) from Russia also increased by 11%. This shows that despite the sanctions, Europe’s energy dependence on Russia has not completely ended.
It is not easy to buy gas from other countries
Europe also buys gas from America and other countries. But importing gas from other countries requires separate arrangements and expenses. Due to increasing tension in West Asia, there is concern about energy supply. In such a situation, it is not easy for Europe to immediately stop purchases from Russia.
Previous agreements are also a big reason
European companies have long-term gas purchase agreements with Russia. According to Europe’s energy regulatory agency, some companies have contracts worth 20 to 32 billion cubic meters annually to buy Russian LNG. It is difficult to stop imports due to these agreements and the time it takes to make arrangements to bring gas from other places.
EU is the biggest buyer of Russia’s LNG
According to the Center for Research on Energy and Clean Air (CREA), an energy monitoring organization, the European Union (EU) accounted for 49% of Russia’s LNG exports between December 2022 and August 2026. China’s share was 24%.
The EU’s share in Russian gas sent via pipeline was also 32%. China’s share was 31% and Turkey’s 29%. That means Europe is still playing an important role in buying gas from Russia.
Major European countries purchasing LNG from Russia include France, Belgium, Spain and Netherlands.
