The head of English football’s Independent Regulator expects Manchester City’s appeal against the verdict finding them guilty of more than 100 breaches of Premier League financial rules to be heard by January.
Manchester City, who have denied any wrongdoing, sit atop the Premier League table with a perfect record of six victories from six games, after their 3-0 win against Liverpool last weekend.
No sanctions have been announced till now, but City could face a substantial points deduction that could result in relegation. There has also been speculation that the club could be stripped of the three Premier League titles they won between 2009 and 2018.
“The Premier League have said that they want to get this resolved within the season and actually, of course, it isn’t the Premier League; it is an independent commission that is actually going to hear this, made of three retired judges or lawyers,” Independent Football Regulator chair David Kogan said while speaking to the Times Radio.
“My understanding is that there is a prescribed process, which is 12 weeks and so people are assuming this will actually be heard by the middle or the end of January,” Kogan added.
“But as I say, it isn’t our process; it is that of the Premier League’s independent commission. What I don’t think we can do is take any judgment until we are quite clear,” Kogan said.
He added on Tuesday that he would step down if there were any political interference in future IFR investigations into Manchester City. British Prime Minister Andy Burnham, meanwhile, faced criticism after saying that he would be ‘really concerned’ if the club’s Abu Dhabi owners decided to leave after the verdict.
Downing Street was forced to clarify its position, stressing that no one was ‘above the rules’. Burnham, who served as mayor of Greater Manchester from 2017 until June 2026, has since made public all his dealings with Manchester City’s hierarchy.
