After the intervention of the central government, elections for 12 ward committees of the Municipal Corporation of Delhi (MCD) will be held today. On the instructions of Lieutenant Governor VK Saxena, MCD Commissioner Ashwani Kumar appointed presiding officers to conduct elections for all ward committees. He has appointed Deputy Commissioners of all zones of MCD as presiding officers.
Earlier, Mayor Shaili Oberoi had refused to appoint a presiding officer, raising questions on the election process of ward committees. Meanwhile, the central government gave the Lieutenant Governor the right to appoint a presiding officer.
In fact, the process of filing nomination papers for conducting the elections ended on August 30. MCD Commissioner Ashwani Kumar had sent the file to appoint a presiding officer, but Mayor Shaili Oberoi refused to make the appointment.
MCD issued order to conduct elections
MCD issued an order to hold elections late night on September 3. It said that the mayor did not nominate the presiding officers. In such a situation, elections will be held at the scheduled time on the instructions of the Lieutenant Governor to maintain the democratic spirit of the municipal body.

What is the whole matter?
MCD Commissioner Ashwani Kumar had sent the file to Mayor Shaili Oberoi to appoint a presiding officer. She refused to make the appointment. She also said that her conscience does not allow her to participate in the undemocratic election process. Therefore, instead of giving only one day to the councillors to file their nomination papers, the election process should be restarted to give them at least a week’s time.
After this, the commissioner informed the Lieutenant Governor VK Saxena about the entire episode. He took the matter seriously and brought it to the notice of the Union Home Ministry. The Home Ministry issued a notification regarding giving the Lieutenant Governor the power to appoint the presiding officer. After this, the LG appointed the presiding officer late on the night of 3 September.
AAP had earlier also raised questions on the election process
MCD had issued a notification on August 28 to hold the election of ward committees on September 4. The deadline for submitting nomination papers was fixed as August 30. But the mayor and four AAP councillors demanded an extension in the time for the election process of ward committees on August 29. Not only this, on the same day, an AAP councillor filed a petition in the Delhi High Court demanding to advance the election process. The court, while hearing the case on August 30, rejected the demand of the AAP councillor.
President increases the powers of Delhi’s Lieutenant Governor
Additional Secretary of Home Ministry Ashutosh Agnihotri has issued the notification.
President Draupadi Murmu has increased the powers of the Lieutenant Governor (LG) of Delhi. Now the LG will be able to form authorities, boards, commissions or statutory bodies in the capital. Apart from this, he will also be able to appoint members in all these bodies. The Home Ministry has given this information by issuing a notification late on Tuesday night. This decision has been taken under the National Capital Territory of Delhi Government Act, 1991.
