Delhi government has banned ACP Vivek Bhagat from being given the charge of Additional DCP. Bhagat is accused of sexually assaulting a female journalist during the protest at Jantar Mantar on October 3. Demonstration is going on outside the Parliament Street police station for the last 3 days demanding FIR against him. According to the government, the process of giving the current duty charge of Additional DCP or CDC to 12 officers of the Union Territories had started on August 25, i.e. before the current controversy. The order was issued after approval on October 5. According to the Delhi government, Vivek Bhagat himself said that he does not want to take the charge of additional DCP until a complete investigation is done into the alleged harassment of women journalists. After this the order issued earlier was changed. CDC order will be issued again for the remaining 11 officers. Government said – CDC is a temporary arrangement, not a promotion. Delhi Government clarified that the current duty charge is a temporary arrangement. This is not considered a regular promotion. The officer does not get any additional financial benefit from getting CDC. The government said that an officer who is given CDC cannot exercise the statutory powers of a regularly posted officer on that post. There is no change in salary, seniority or other regular service benefits. 3 women journalists leveled allegations against police officers. On October 3, a protest was held at Jantar Mantar against Chief Election Commissioner Gyanesh Kumar. The protest was in protest against alleged irregularities in the functioning of the Election Commission and the Special Intensive Revision (SIR) of the voter list. During the protest, three women journalists accused Delhi Police officials of sexual harassment. One of the journalists claimed that ACP Vivek Bhagat hit him on the chest. Demonstration outside the police station demanding registration of FIR and CCTV investigation. On October 5, protesters demonstrated outside the Parliament Street Police Station over the allegations against ACP Vivek Bhagat. Their demand was that an FIR should be registered in the matter and the CCTV footage of the incident should be examined. Many people were detained during the demonstration. The protesters alleged that they had demanded CCTV footage from the police on the day of the incident itself, but they were asked to come after 24 hours. Even after reaching the police station again, the footage was not given and no information about registration of FIR or status of investigation was received. The protestor said – A complaint was also received against ACP in July. A woman protester taken into custody alleged that a similar complaint was received against ACP Vivek Bhagat in July also. But investigation was not done. New Delhi District Police has sent the complaints of the three women journalists to the Crime Branch. According to the police, the complaints have been transferred for an impartial and independent investigation. Since then, the opposition has been protesting across the country demanding the resignation of Gyanesh Kumar. Cockroach party will protest in Delhi on October 10. CJP founder Abhijeet Deepke said on October 2 that if Gyanesh Kumar does not resign, cockroaches from all over the country will reach Delhi on October 10. Deepke wrote- If Delhi Police tries to stop us, then the place where they will stop us will be our Jantar Mantar. Our movement will be peaceful.
